Permanent Open The Director for Collections and Services works under the general direction and supervision of the Associate Librarian and Deputy Associate Librarians for Library Services. The Director, through a combination of user services and collection management, oversees the primary public access points for researchers seeking to use the vast collections of the Library. The Director is responsible for overall effectiveness of the Directorate; the effectiveness of his/her communications, and interactions and cooperation with other members of the Library Services'' Service Unit, the entire Library and with outside organizations; active participation on the Service Unit management team; and his/her effective leadership of subordinate managers, supervisors, and staff in incorporating the Library''s values and priorities and values into their programs, activities and services.

The incumbent of this position will work a flexitime work schedule.
This is a supervisory, non-bargaining unit position.

The Director plans and directs the use of the collections and is responsible for the provision of effective service to Congressional and government offices, to other Federal and public libraries, and to onsite and remote researchers in the U.S. and abroad. Plans and directs the research, analysis, and evaluation of Library materials, deployment of applicable technology and diverse formats containing information, as well as the development and production of foreign information resources in vernacular languages and aides to their use.
Serves as the primary advisor on various programs and events for the Collections and Services Directorate. Counsels senior management staff and officials at multiple levels of the Library of Congress; senior staff of the Directorate; and private sector clients and vendors on Library matters, procedures, and practices. Works closely and provides guidance to the fourteen subordinate Division Chiefs. Serves on interagency, national, and/or international special working groups, tasks forces, and expert panels on special projects or studies critical to the resolution of far-reaching operating issues and challenges.
Establishes and maintains effective working relationships with various high-level individuals, other legislative and executive agencies, executives of major corporations, professional associations, non-government organizations and foundations, academic offices, and members of the public.
Establishes performance expectations for direct reports, including the Division Chiefs of the Directorate. Provides informal feedback and periodically evaluates staff on organizational performance. Provides advice and counsel to staff members and subordinate managers. Effects disciplinary measures. Reviews and approves or disapproves leave requests, telework and other work-related arrangements. (1) Knowledge of the principles, concepts, and techniques of collection development for research libraries. The successful candidate has demonstrated an understanding of information resource management, including the full lifecycle of information from its creation or acquisition to providing access, through its disposition in order to support an enterprise-wide knowledge asset program to manage research materials in multimedia, diverse disciplines, and non-english languages appropriate for the national library.

The successful candidate has analyzed complex information, selected an appropriate research method to collect and evaluate relevant data, identified solution criteria, identified implications of data and generated alternative responses to a question or problem.
(5) Ability to achieve results. The successful candidate has planned, directed, and integrated programs to achieve operational efficiency and effectiveness, minimized risks, and assured achievement of goals and objectives.
(6) Ability to communicate in writing. The successful candidate has written a variety of clear, cogent, accurate and well organized documents related to the responsibilities the position.
(7) Ability to communicate orally. The successful candidate has communicated in both formal and informal settings with subordinate peers, and colleagues both inside and outside of the organization. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
