This position is assigned to the Risk Management Agency, Deputy Administrator for Compliance, Risk Operations Division, Special Investigative Branch, located in Washington, DC.
As the Compliance Manager, the incumbent:
Oversees and provides technical direction to a highly skilled investigative team at the national level;
Evaluates new or proposed program requirements. Interprets rules, regulations, policies, procedures and standards providing advice and assistance to the Deputy Administrator for Compliance (DAC), as well as technical subordinates;
Reviews all findings and reports from the staff investigators for signature by the DAC to include referral to OIG, reports of investigation, and insurance company findings;
Determines if sufficient basis exists to refer instances of fraud and abuse to OIG;
Serves as RMA program manager with outside investigative and audit organizations on a day-to-day basis;
As a program manager, participates with top management in agency decisions pertaining to policy formation and program planning.
THE SUBSTITUTION OF EDUCATION IS NOT QUALIFYING FOR THE GS-14 LEVEL.
BACKGROUND INVESTIGATION AND FINGERPRINT CHECK: Selection and retention in this position is contingent upon a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation.

Ability to manage and oversee an organization''s special investigative branch.
Knowledge of compliance review and investigative concepts, practices.

Time-in-grade: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restrictions. At least one full-time year (12-months) of specialized work experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service, or private sector equivalent. Specialized experience must have been gained in managing complex investigative assignments for government programs and included making complex decisions with OIG and DOJ for direction of criminal and civil cases, settlement actions and handling 6e related material.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
