The Ex-Im Bank is the official export credit agency of the United States. Ex-Im Bank's mission is to help to maintain and create U.S. jobs by supporting the financing of exports of U.S. goods and services to international markets. Ex-Im Bank enables U.S. companies, large and small, to turn export opportunities into real sales.
This position is located in the Trade Finance Division of the Export Finance Group of the Export-Import Bank of the United States. The Trade Finance Division is responsible for relationship management with Ex-Im Bank's customers and underwriting Ex-Im Bank's short-term single buyer, medium-term insurance, and medium and long-term loan and guarantee programs, which include sovereign, tied aid, and financial institution risks, bank guarantees, and insurance buyer credits.
The primary responsibilities of the position are to analyze transactions and recommend actions regarding Ex-Im Bank support. The Loan Officer serves as the principal official responsible for a transaction's completion and establishing if the standard of reasonable assurance of repayment has been met.

As a Loan Officer, you will:
Analyzes short-term single buyer, medium-term insurance, and medium and long term loan and guarantee program transactions, which include sovereign, tied aid, and financial institution risks, bank guarantees, and insurance buyer credits, to determine whether there is reasonable assurance of repayment for a transaction. Negotiates necessary guarantees, risk sharing arrangements, or other credit enhancements with participants and coordinates with other Ex-Im Bank divisions as warranted. Identifies key issues and makes recommendations to appropriate approval authority.
Reviews applications for completeness, accuracy, and compliance with Ex-Im Bank's policies; gathers any necessary credit or financial information from applicants; identifies mitigating factors that may impact the credit assessment; and coordinates all necessary inter-divisional activities to complete the approval process as expeditiously as possible.
Monitors transaction developments, participates in restructuring financing or other agreements or settlements, and recommends adjustments to terms and conditions as necessary prior to the transaction becoming operative. This includes monitoring borrowers' access to, and pricing of, commercial bank debt and capital market instruments as a guide for pricing for Ex-Im Bank's commitments, and gauges the need for Ex-Im Bank financing.
Evaluates the borrower's or project's financial condition and capacity to repay debt based on historical and/or projected financial information and projected cash flows; evaluates the ability of the lenders, exporters, suppliers and other participants to perform under the terms of the transaction or contract and/or project's viability. Performs a due diligence screening of all participants to confirm their acceptability.
Identifies key issues during application processing and actively monitors country developments especially as they relate to a borrower's operating environment, e.g. currency movements, political developments, availability of local financing.
Participates in internal work groups that evaluate and make recommendations regarding improvements in Ex-Im Bank's programs, policies or processes, as required.
Meet with exporters, lenders, brokers and other stakeholders to expand business opportunities.
Maintains application files and data integrity in Ex-Im Bank's application processing systems.
Mentors and trains less experienced colleagues and reviews the work of program assistants and other support staff.
Performs other duties as assigned.
SPECIALIZED EXPERIENCE
GS-09:
You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-07 level in the Federal Government.
Specialized experience for this position includes:
1. Knowledge of financial statement analysis, intermediate accounting and corporate finance.
2. Utilizing spreadsheet, word processing and financial analysis software programs.
3. Understanding of trade finance and international political and commercial risk.
GS-11:
You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-09 level in the Federal Government.
Specialized experience for this position includes:
1. Knowledge of diverse corporate finance structures such as asset-based, limited recourse project finance, export finance and restructuring problem loans, to handle the most complex analyses.
2. Knowledge of trade finance and international political and commercial risk.
EDUCATION
Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
