BACKGROUND
The TAX division-DC requires paralegal support services to include direct legal support, clerical and administrative support, also including traveling to trial site locations and automated litigation assistance.
SCOPE OF WORK
The Contractor serves as the paralegal responsible for directly and independently supporting a team of Assistant United States Attorneys and paralegals by performing a variety of complex legal functions relating to criminal investigations. The work requires specialized knowledge of the processes, procedures, and practices of criminal law.
REQUIREMENTS
The Contractor shall provide paralegal support including, but not limited to, the following:
1. Conducts searches of a variety of law enforcement-related databases to determinate ultimate universe of historical criminal cases involving certain forensic evidence. Typical analysis will include:
a. review to determine whether evidence was used in a criminal case and, if so, identify case name and number;
b. review to determine if case resulted in a conviction; and
c. review to determine if a case resulting in conviction was disposed of via trial or plea.
2. Supports paralegal staff review and assessment of law enforcement agency and court case files.
3. Assists paralegal and staff in retrieving files from storage and logging and tracking such files.
4. Supports paralegal and staff in all efforts related to review and analysis of historical case evidence. Such support will include development of case and evidence summaries (including charts and other visual aids utilizing a wide range of software applications), and creation of written documents (employing proper formatting, spelling, punctuation, capitalization, and grammar).
5. Supports AUSA staff by serving as backup in the lead paralegal= s absence and assisting with
a. gathering materials to support drafting legislative history for various bills;
b. organizing files related to policy and legislative practice;
c. conducting legal research and analysis on a variety of evidentiary issues;
d. creating exhibits in a variety of criminal cases;
e. notifying law enforcement officers of case conferences; and
f. creating training materials.
6. Performs other related duties as assigned.
QUALIFICATIONS
Requires paralegal certificate. An equivalent level of legal training may be substituted with the approval of the COR. At least two years of litigation paralegal experience required; trial experience very helpful. At least one year of experience in automated litigation support. Requires sound working knowledge of federal and state court system, legal research procedures, and legal research resources. Requires excellent written and oral communication skills and thorough knowledge of legal research tools such as LEXIS and Westlaw. Must have hands-on familiarity with a variety of computer applications, including word processing, databases (such as document review and file management systems), spreadsheets, imaging, and hardware systems. Role also requires hands-on familiarity with ESI tools and knowledge of e-discovery procedures and resources. Ability to consistently deliver highest quality work under extreme pressure will be very important.
