This position is located in the of Health and Human Services (HHS), Program Support Center (PSC), Real Estate and Logistics Portfolio (REL), Washington, DC.
The Program Support Center (PSC) is the largest multi-function shared service provider to the federal government. Since 1995, PSC has been Managing the Business of Government, and was established to reduce government spending and increase the quality of administrative services. PSC is able to reduce overall costs to the taxpayer and create value that most organizations cannot attain independently by delivering a high level of expertise, performance and efficiency.
PSC offers over 40 business support services on a fee-for-service basis to a broad range of federal agencies ( ). These services are organized into five Portfolios (Procurement Management, Financial Management, Occupational Health, Real Estate & Logistics, and Administrative Operations).

The Administrative Officer performs the following major duties:
Oversees and coordinates all administrative management and support services
Serves as an advisor and assistant to the management staff on administrative policy and procedural matters
Oversees the formulation of the operating budget
Plans and directs comprehensive studies and analyses of the programs
Advises on contracting and negotiation procedures
Advises on human resource management strategy for the serviced organization
You need to meet following requirements to be eligible for Administrative Officer position. You must submit your transcript if you claim eligibility based on education:
For GS-11 Grade Level:
A. Have one year of specialized experience, equivalent to the GS-09 grade level in the Federal service preparing operating budget formulation package, analyzing program resources, planning administrative management activities, advising on human resources matters, and coordinating procurement actions.
OR
B. Have three full years of graduate education leading to a PhD or equivalent degree in any field of study. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours will satisfy the one year of full-time study requirement.
OR
C. Have a combination of experience as described in A above and education in excess of 2-years as described in B above. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Please note that only graduate education in excess of the first two years may be used in this calculation.
For GS-12 Grade Level:
Have one year of specialized experience, equivalent to the GS-11 grade level in the Federal service formulating operating budget, analyzing program resources, planning and advising on administrative management activities, advising on and preparing human resources matters, coordinating and preparing procurement actions, preparing travel reports.
For GS-13 Grade Level:
Have one year of specialized experience, equivalent to the GS-12 grade level in the Federal service formulating and presenting budgets, analyzing program resources, planning and advising on administrative management activities, advising on human resources matters, managing personnel actions, administrating procurement and contracting activities, managing procurement of property, interpreting travel regulations, and preparing travel reports.
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
