THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.
This position serves as a Financial Management Analyst within the Program Executive Officer, Chief Financial Officer Directorate (CFO) located at the Washington Navy Yard in Washington D.C. As a Financial Management Analyst you will perform or advise on budget administration for ship combat systems. You will formulate budgets or cost estimates to support, defend, control or report obligations or expenditures.
You must be a US Citizen. Must be registered for Selective Service, see Legal & Regulatory Guidance. Suitable for Federal employment as determined by background investigation. Selectee may be required to successfully complete a probationary period. Selectee must submit OGE Form 450 Financial Disclosure Form You must obtain and maintain a SECRET security clearance.
As a Financial Management Analyst your major duties may include, but are not limited to:
Planning, budgeting, and managing financial functions for combat system projects
Conducting financial studies to ensure operational efficiency and effectiveness of ship combat systems
Providing financial oversight during development, production, deployment and in-service activities for ship combat systems
Developing financial initiatives to improve organizational effectiveness and efficiency
Leading the implementation of corrective actions for ship combat systems

Specialize experience may include: analyzing ship combat systems operations to recommend budgetary or financial improvements; assessing ship combat system acquisition processes to improve efficiency; monitoring expenditures to ensure availability of required funds for ship combat system maintenance or modernization projects; Interpreting new or existing policies or procedures to determine impact on ship combat system operation; or creating financial data reports to justify or support funding decisions or recommendations for ship combat systems.
Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.
