The position is located in the U.S. Department of Education, Office of Elementary and Secondary Education (OESE). The Office of State Support (OSS), is a newly designed office whose purpose is to take a coordinated approach across multiple programs and rethink the ways in which the Department interacts with States. The OSS will provide States with one point of contact across multiple programs to support grant administration, policy development, and technical assistance, in order to improve effectiveness and efficiency and reduce duplication. OSS will support State Education Agencies (SEAs) in administering and leveraging federally funded grant programs and become stragetic partners in addressing issues and strategizing for enhanced outcomes for all students. The programs currently scheduled to become part of this new office include Title I (including ESEA Flexibility), Title II, Title III, School Improvement Grants, Race to the Top, Race to the Top Assessment, and the Comprehensive Centers Program.
As a Deputy Director for the State Support Teams (SST), the incumbent is charged with managing three or more groups within OSS and has the responsibility of supporting those teams to use performance management processess and practices to help build the capacity of SEAs to successfully implement systemic education reforms. You must be a U.S. Citizen. Must complete a Background Investigation and fingerprint check. Sets Plans & Objectives and Contributes to Technical Assistance and Policy
Given the strategy established by the Director, sets the objectives for assigned State Support Teams including the review and recommendation of approval of each SEA's Implementation Plan and, in response, the development, coordination, and execution of integrated Annual State Support Performance Plans.
Coordinates implementation activities with the Deputy Director for the Functional Support Teams (division leading State technical assistance, policy development, assessments and data analysis), and any other Deputy Directors within the OSS.
Ensures implementation of high-quality performance management processes.
Identifies and executes mid-course corrections so that the State Support Teams are functioning at high levels and responding to States in ways that yield positive outcomes.
Organize
Divides State Support Team core function work, as documented in integrated Annual State Support Performance Plan, into manageable activities and develops schedule for that work.
Ensures opportunities for norming and collaboration across and among State Support Teams.
Works, in conjunction with relevant Functional Support Team (FST) members, to provide opportunities for SEAs with similar interest, performance or needs, to collaborate, problem solve and share practices.
Supervision
Supervises Group Leaders who provide direct supervision of State Support Teams' staff
As vacancies in State Support Teams occur, oversees the recruitment and selection of staff for each State Support Team in consultation with the Group Leader and Director.
Develops and implements plans to mentor Group Leaders as effective first-line supervisors, including effective on-boarding.
Ensures accurate performance appraisals are conducted for Group Leaders and for staff including the provision of on-going feedback.
Identifies and executes continuous loop of professional growth for self and staff via written individual development plans.
In coordination with Group Leaders, responds to employee performance issues expeditiously.
Communication
Represents the Director and effectively communicates the priorities and policies of the office.
Uses individual and group meetings to facilitate discussions and gather input, updates Group Leaders and staff about progress on current plans, and informs them of changes to plans in a timely manner.
Works with Director, other Deputy Director of the SST, and Functional Support Team Deputy Director to ensure effective coordination of staff efforts and attainment of goals.
Results-Driven
Works with SEAs, Local Educaitonal Agencies (LEAs), and other relevant stakeholders to advance the implementation of their plans as well as the goals of the U.S. Department of Education (Department).
Sets targets and assesses the performance of each State Support Team group to achieve desired objectives.
Establishes appropriate leading indicators that align with relevant Government Performance and Results measures as well as OESE goals and objectives.

5.Experience working with reform efforts that relate to the State Support Teams.
6. Demonstrated successful leadership in at least one large organizational structure.
7. Expertise in project management for planning and scheduling work of the unit and managing staff.
8. Ability to work closely with individuals and groups to resolve problems, analyze and negotiate differences, and make decisions that improving programs.
9. Experience in prioritize conflicting assignments and ability to delegate tasks and provide sufficient direction to ensure quality of work is achieved and issues are resolved.
10. Experience in recruitment and selection of personnel, including support of equal opportunity programs and demonstrating fairness in filling vacancies and promoting staff.
11. Experience in providing staff resources for staff development opportunities.
12. Ability to provide guidance and direction to supervisors so they can effectively manage the staff under their direction.

A. Degree that included or was supplemented by at least 24 semester hours of coursework in a field related to the work of the position to be filled (as presented in the description of duties), of which at least 9 semester hours were in education courses. OR
B. Four (4) years of experience that demonstrated a thorough understanding of the principles and practices of the work in the education program specialist series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that acquired through completion of a degree from an accredited college or university. OR
C. Combination of education and experience - (including at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 hours must have been in education courses.) OR
D. At least one (1) full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.
GS-15
52 weeks of specialized experience equivalent to GS-14 in the Federal government. (Examples of such experience include: being a nationally recognized expert on an educational program or issue (e.g., Teacher Quality, School Improvement); serving as a manager of a major education program; providing guidance to Federal, State, or local education officials in planning, developing and carrying out an education program; serving as a consultant to top-level Federal, State or local officials, or those of other countries, on education issues and programs; reviewing, evaluating and recommending improvements in State education plans; planing and managing regional or national meetings, workshops or seminars; representing an organization (e.g., university, government agency, school district) at meetings and conferences; advising top-level officials on education plans, trends and priorities; integrating best practices and new methods into education programs and new initiatives; developing education program guidelines and regulations; managing the development of grant or contract requirements and the evaluation of proposals; and leading major task forces and committees).

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
