Permanent FULL-TIME This position is located in the Office of Climate and Environmental Analysis in the Office of Energy Policy and Systems Analysis (EPSA-21) which leads development and analysis of all integrated domestic climate and clean energy policies on behalf of DOE. Specifically, using qualitative and quantitative assessment methods, EPSA-21 supports the effective development of: (1) domestic climate and clean energy legislation; (2) federal energy-related programs, rules, and regulations; (3) energy technology R&D; prioritization; and (4) other cross-cutting activities and products related to domestic climate and clean energy policy. You must be a United States Citizen. This employer participates in the e-Verify program See Other Information section regarding Selective Service requirements. As a Policy Analyst, you will:
GS-13
Coordinate novel work plans in assigned areas, coordinating with other EPSA and DOE staff, where appropriate, and engage with relevant support contractors on analytical or logistical needs. Develop and maintain effective working relationships with contractors.
Function as a recognized technical expert and quantitative policy analyst on issues of importance to the development of domestic climate change policies and programs, with a particular focus on climate change impacts and non-CO2 greenhouse gas mitigation.
Participate in and lead team activities associated with carrying out the mission and functions of the office, particularly in areas of responsibility related to climate change impacts and non-CO2 greenhouse gas mitigation.
Represent management in interagency or external activities related to areas of assigned responsibility, clearly communicating EPSA or DOE viewpoints, and presenting on behalf of management when appropriate.

Provide leadership functions of policy and technical research, projects and contracts by developing and executing novel work plans in assigned areas, coordinating with other EPSA and DOE staff, and engaging with relevant support contractors on analytical or logistical needs.
Develop and maintain effective working relationships with contractors and utilizes contractors in the development and execution of policy studies.
Utilize policy expertise, reviews, guidance and functions as a recognized technical expert and quantitative policy analyst on issues of importance to the development of domestic climate change policies and programs with a particular focus on climate change impacts and non-CO2 greenhouse gas mitigation.
Perform representation and collaborative leadership functions by participating in and leading team activities associated with carrying out the mission and functions of the office related to climate change impacts and non-CO2 greenhouse gas mitigation.

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

Experience developing policy options, strategies, and drafting policy recommendations for senior-level use in the areas of climate and clean energy with a focus on climate change impacts and non-CO2 greenhouse gas mitigation;
GS-14
Serving as project manager to coordinate, facilitate work and oversee projects; researching and utilizing analytical methods and techniques; and dealing effectively with a wide variety of U.S. government and private sector individuals and groups within areas of responsibility.

1. Knowledge of national climate, energy, and other environmental policies, programs, legislation, and regulations affecting climate change policy development and implementation.
2. Skill in utilizing, a variety of quantitative and qualitative analytical methods and techniques as they relate to the development and evaluation of federal climate and clean energy policies and programs.
3. Knowledge of energy production, transport, storage, and/or demand technologies and systems for the purpose of analyzing energy and climate change policy issues.
4. Skill in developing and executing novel work plans for particular analysis needs, plan development, staff coordination and convening, and management of contractors.
Time-in-Grade: Current Federal employees must meet time-in-grade requirements for consideration.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
