As a senior member of the Strategic Performance Office (SPO) staff, the senior planning and performance advisor provides technical expertise and assists with the development, planning, and oversight of the implementation of the Board's strategic plan under the direction of the Assistant Director. Along with other members of the team and the Director, the incumbent works across the Board and assists in the facilitation and development of the four-year strategic plan and the coordination, tracking, analyzing, and reporting of performance-related data to support the achievement of the Board s long-range goals and objectives as outlined in the strategic plan. The senior planning and performance advisor must ensure that all services provided are performed in conformance with all relevant laws, regulations, rules, policies, and procedures, and that all projects and activities within the function follow project-management best practices.

Builds rapport and constructive and effective relationships using diplomacy and tact, while ensuring high-tension situations are diffused comfortably and effectively.
Communicates effectively, both orally and in writing, to the Board and individual members thereof, senior Board staff, other Board and Reserve Bank staff, and staff at other government agencies and in the private sector on complex and technical matters.
Has frequent contact with senior staff and other professionals in the division, throughout the Board, the Reserve Banks, as well as individuals from other federal agencies, international organizations, and the private sector regarding strategic planning and performance management.
Bachelor's Degree in economics, finance, accounting, business, operations analysis or management information systems.
Seven years of specialized experience to include operational risk assessments.
REQUIREMENTS:
Must have demonstrated skills, knowledge, and expertise in the business of the Board, and the ability to work through formal and informal channels at the Board.
Must have a thorough understanding of the Board's strategic framework, culture, direction, and reasoning behind key policies, practices, and procedures.
In-depth knowledge of financial management and budget concepts is required; as well as, a thorough understanding of strategic planning, measurement concepts, and project management theories.
Is able to anticipate future consequences and trends, and has broad knowledge and perspective with the ability to articulate credible solutions and possibilities.
Ability to use rigorous logic and methods to solve difficult problems with effective solutions.
Ability to identify hidden problems and explores multiple sources for answers.
Ability to exercise independent and sound judgment in establishing objectives for assigned areas of responsibility that provide support and services for the stakeholders in the strategic framework.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
