The incumbent serves as a Cost Accountant and utilizes a variety of cost accounting functions and assignments by functioning as a technical resource and participating in benchmarking projects for the development and maintenance of an activity-based costing model, and for other accounting/cost accounting project assignments and daily operations.

The major duties of the position are:
Plans and carries out a variety of cost accounting functions and assignments in support of the mission and programs of the OFM and the Agency. Acts as a resource to the Chief Financial Officer and other officials and staff within the OFM and the Agency on activity-based costing and associated systems and modeling functions;
Participates as assigned in benchmarking projects and activities involving the development, acquisition, and implementation of Agency-wide activity-based costing and associated systems and models.
Provides advice and assistance in the development and implementation of effective activity-based costing techniques, methods, and tools to support the effective and efficient achievement of the Agency's programs, projects, and functions;
Utilizes the appropriate methodologies for compiling, assigning, and measuring costs and associated outputs of Agency programs, projects, and operations required for the administration of the TSP;
Prepares or participates in preparing analyses, reports, presentations, and other forms of activity-based and financial information for use by Agency management officials in making decisions on Agency programs and functions.

Experience: Experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled and is equivalent to the next lower grade level.

SPECIALIZED EXPERIENCE

GS-11 - One year of specialized experience equivalent to the GS-9 levelthat involved professional knowledge of the theories, practices, methods, and techniques of accounting, and specifically cost accounting and activity-based costing sufficient to apply and adapt accounting and analytical techniques to perform a variety of cost accounting assignments and functions.
GS-12 - One year of specialized experience equivalent to the GS-11 level that involved skill in designing, implementing, and developing cost accounting systems, models, and tools, and the ability to plan and conduct cost accounting studies and analyses benchmarking studies to identify best practices and procedures to develope methodologies, policies, procedures, systems and tools.
GS-13 -One year of specialized experience equivalent to the GS-12 level that includes knowledge and skill in maintaining complex accounting systems, models, and tools including developing improvements and providing solutions to program management and implementation problems, and advanced skill in providing advice and guidance to managers and staff on unusual and difficult cost accounting issues and problems.

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.)

Combination of education and
Experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
