Major Duties:
This position is located in VA's Office of General Counsel, Staff Group V.The primary subject area will include real property law (e.g., land acquisitions, disposals, leases, permits, licenses, property transfers, donations, condemnations, & easements); personal property matters, environmental law matters, and historic preservation matters.
Duties will include a full range of legal services and support for various VA clients and issues, including but not limited to: performing legal research and writing, drafting and reviewing documents, participation in meetings, providing legal assistance for VA-related transactions; preparing and reviewing correspondence; handling bid protest and litigation, providing legilative assistance; and handling various other legal matters as assigned.
The selected candidate will be required to work efficiently, capable of multi-tasking, proficient in handling a full case load, detail oriented, an excellent typist, comfortable with information technology, able to perform quality legal research, and function as a team player.
BASIC REQUIREMENTS:
Bar Membership Requirement: Must submit school transcripts and proof of bar membership. Possess a Doctor of Law or Juris Doctor degree from a law school or be awarded such before appointment. Be a member in good standing of the bar of a State or Territory of the United States, or the District of Columbia. Where the duties of the position call for appearance in court, be a member in good standing of the bar, or be eligible for admission to the bar, of the State or Territory of the United States or the District of Columbia which they will serve.
Licensing Requirements: Qualified applicants must be licensed in at least one State, the District of Columbia, or Territory of the United States.
MINIMUM QUALIFICATIONS
GS-11: To be considered minimally qualified for this position at the GS-11 grade level you must have at least one year of specialized experience equivalent to the GS-09 level in the Federal Service performing work involving:
Practice of law or other legal experience of a responsible nature in any or a combination of the following:
As a law clerk; legal research; analysis of statutes; or examination, investigation, or adjustment of claims arising under law, contract, or governmental order. In the military, naval, or other Federal service; the disposition of legal problems, as a reviewing officer, as a member of courts or boards, or investigation activities. Graduation in the upper one-third of his/her law class or one of the six alternate options of the Superior Law Student Program: Work or achievement of significance on his/her school's Official Law Review; special high-level honors for academic excellence in law school, such as election to the Order of the Coif; winning a moot court competition or membership on the moot court team that represents the law school in competition with other law schools; or full-time or continuous participation in a legal aid program as opposed to one-shot, intermittent or causal participation; significant summer law-office clerk experience.
_GS-12:_ To be considered minimally qualified for this position at the GS-12 grade level you must have at least one year of specialized experience equivalent to the GS-11 grade level in the Federal Service performing work involving:
Providing legal advice and services with respect to regulations, practices, law or other legal matters; formulation of opinions involving the analysis and interpretation of Federal, State and local l laws; composing correspondence on legal, litigated, legislative matters under consideration by Federal and State officials, attorneys, private parties and service organizations; litigation and legislation with respect to Federal civil rights laws and procedures; rendering recommendations or opinions regarding complex and difficult legal questions and factual issues involved in interpreting statues and court decisions; preparing pretrial briefs, motions, pleadings, responses, and other documents to present the issues independently with little or no direct supervision.
You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:
Ability to analyze facts and research legal issues.
Knowledge of policies and procedures regarding legal matters, hearings, and motions.
Ability to communicate in writing.
Ability to communicate orally.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
