_Functional Statement Title:_ Associate Chief of Nursing Education and Research Nurse IV
The Associate Chief Nurse Education & Research (ACNE & R) RN IV is responsible to serve as the Medical Center nurse leader for nursing education and research for leadership at the VISN level with other nursing education leaders regarding nursing education, research, and for using the data to launch collaborative nursing educational programs including planning, presentation, documentation and evaluation. Responsibilities include but are not limited to strengthening educational initiatives for Performance Improvement, Patient/Family Education, Staff and Affiliate competency verification, in-service, continuing education, career development, regulatory mandates, policies, procedures and internal/external consulting and for launching integrated educational programs that support the organization's performance objectives. To ensure that the organization's needs are met and objectives fulfilled, he/she actively participates as a contributing member and/or chairperson on local Medical Center and/or Network Committees and task forces.
The ACNE & R RN IV is responsible for the planning, implementation and evaluation of outcome based educational, research, and staff development programs for nursing staff, including an orientation program for all nursing staff house wide and a formalized annual education plan for each unit/clinic. He/she works collaboratively with Nursing Administration and other Services in assessing, developing and maintaining nursing staff competencies to ensure provision of quality nursing care. He/she also (1) provides consultation and education to Medical Center staff in areas such as new equipment, orientation and cross-training, and continuing education; (2) collaborates with the Senior Nurse Leaders to ensure appropriate orientation of contract agency staffing; (3) works collaboratively with the Medical Center's Education Service Department and serves as the Co-Chair to assure nursing has opportunities to contribute to the Medical Center Education program planning and to assure needs are known to the Medical Center. He/she is responsible as the nursing education leader to be the official liaison for academics nursing affiliates and student nurse clinical rotations within the medical center and the Healthcare Recruitment and Retention Office (HRRO) VA Scholarship Programs.
BASIC REQUIREMENTS:
U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Full unrestricted Licensure, Certification, or Registration required
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Education/Experience Requirements:
4 - 5 years progressive leadership experience
Nursing faculty or facility educator experience
The incumbent must have demonstrated ability to work effectively with others ; be able to communicate effectively, verbally, and in writing, in a manner that enhances learning experiences.
BLS certification required

Experience:
MSN or Master's in related firld with BSN or
MSN from Bridge Progam (no BSN required)
Doctoral degree in nursing or related field preferred
Appropriate basic or advanced board certification Highly prefered
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Grade Determinations: Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows:
Practice: practice, ethics and resource utilization;
Professional Development: performance, education/career development;
Collaboration; collaboration, collegiality;
Scientific Inquiry: quality of care, research.

Physical Requirements:
It is VA policy to ensure that all selected applicants and employed personnel are physically, mentally and emotionally fit to perform the duties of the position to which assigned. A pre-placement physical examination is required for all full-time, part-time and intermittent employees identified by VA Directive and Handbook 5019. The pre-placement physical examination shall be completed prior to appointment to determine the physical and mental fitness for candidates for appointment in VA. The examination will be concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and will include requisite laboratory and other screening as required by Federal regulatory agencies.
This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.
