Permanent Excepted Service This position is located in the Consumer Financial Protection Bureau (CFPB), Office of Operations, Office of Procurement. This position serves as a consultant to clients of the Procurement Officeto engage and educate them regarding Procurement processes and requirements. In conjunction with this responsibility, the Client Care Consultant also performs actions associated with developing and awarding the full range of contracts, including multi-million dollar contracts for goods and services.
This position is being filled under CFPB's excepted service authority.

Serve as a strategic partner with one or more clients of the Procurement Office, providing support and guidance in Procurement operational, planning and development activities. Educate and engage clients by providing expertise and guidance in all areas of contracting and procurement. Offer viable approaches to contracting that will help achieve the client organization's operational goals and objectives. Conduct regular meetings with clients to formulate contracting strategies and advise on contracting actions.
Support the Bureau's requirement for continuous procurement improvement, by exercising critical thinking skills and bringing improvement ideas to the Director. Support group or task force leader on procurement issues, and recommend processes to streamline the contracting process.
Serve as negotiator during contract negotiations; coordinate with technical, program, and legal personnel. Award contracts and performs detailed contract administration functions.
Education Requirements: This position has an education requirement.You MUST submit a copy of your transcripts or equivalent.
In addition to the specialized experience described above, you must have completed a four-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
NOTE: You are exempt from the education requirement if you are a Federal employee who has been continuously employed in GS-1102 positions since January 1, 2000, and, the position you occupied on January 1, 2000, was at or above grade GS-13, or equivalent. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Applicants who meet the basic qualification requirements will be evaluated against responses to the assessment questionnaire. If you receive a score within the top tier of candidates on the self-assessment questions, you will then be required to participate in a written exercise. Upon receiving notification from a CFPB representative to participate in this exercise, applicants must acknowledge with a response within three days or he/she will be removed from consideration for this position. The CFPB representative will then schedule a time for the applicant to receive specific instructions and complete the exercise. The entire process must be completed within two weeks from the initial contact from a CFPB representative. Specialized
Experience: For the CN-53, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-52 grade level in the Federal service (For qualification purposes, the CN-52 is broadly equivalent to the GS-12). Specialized experiencefor this position includes:
Experience as a team leader for solicitation, analysis, evluation and negotiation of contracts; AND
Experience participating in the developement of contracting policies, procedures and quality controls to include contract terms and conditions.

BASIC REQUIREMENT FOR THE CN-53:
Completion of all mandatory training (FAC-C level III certification) prescribed by the head of the agency for progression to CN-53 (GS-13) or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
