Summary:
The Leased Portfolio and Capital Planning Team is responsible for developing the capital plans for the agency''s leased portfolio as well as for the alterations and improvements at these agency facilities. The team is also responsible for portfolio and asset level analyses, market research, net present value analysis, value metric scoring for alternative leasing scenarios, utilization rate analysis, post occupancy project analysis, and generation of program directives for approved and funded projects.
The Field Office and Major Projects Planning Team is responsible for developing the field office and major project programming and housing plans. The team is also responsible for developing the program directives for approved and funded prospectus and major projects, as well as collaboration with GSA regions and GSA central office on prospectus and non-prospectus projects. The team is also responsible for net present value analysis, requirements validation, utilization rate analysis, no net new input, collaboration with agency''s Resource Planning Office, market research and analysis, and transmittal of requirements packages to GSA.
The Requirements Development Team is responsible for developing the final requirements package for each resident agency and offsite location stemming from the capital plan. The team is also responsible for market research and analysis, comparison of market data to existing lease and occupancy agreements, analysis of capital planning questionnaires, development of space allocation matrices, and transmittal of approved requirements packages to GSA or agency leasing unit.
Specifically, contractor staff shall possess the experience, knowledge, and communication skills necessary to effectively enhance the capital investment decision model and provide assistance on leasehold project investment decisions and related budget formulation efforts. This includes, but is not limited to, involvement with the processes listed below.
Program and Project Review: Assist the Government and other contract employees in the management, development, execution, and evaluation of projects. This includes determining whether projects intended for implementation are likely to achieve their stated objectives.
Price and Cost Estimating: Prepare estimates for pricing as required by programs and projects to assist the Government with its budgeting.
Financial Status Tracking: Monitor program/project finances and report financial execution progress to the Government. This includes tracking obligations and expenditures for programs/projects at various levels. It also includes scrutinizing other contractor reports to determine when and how much additional funding should be applied to projects.
Minimum
Qualifications:
Must have at least 5 years of Federal Government or Private Industry real estate portfolio analysis experience with real estate market research and analysis experience.
Must be fluent in operating a financial calculator
Must be an expert in Microsoft Excel, and a user of Microsoft Access and Microsoft Word.
Must have a bachelor''s degree in Real Estate, Finance, Economic or other related major; Master''s Degree preferred AND
Minimum of 5 years experience in Federal Government or Private Industry real estate portfolio analysis experience with real estate market research and analysis experience
Security Requirements are:
Must have an active Top Secret clearance - MANDATORY
Ideal candidate would have active Top Secret with prior SCI and polygraph (within last 5 years) - NOT MANDATORY
