Vice President/Director, Government Relations

Summary:
The International Code Council (ICC) is a member-focused association dedicated to helping the building community and the construction industry provide safe, resilient, and sustainable construction through the development and use of model codes (I-Codes) and standards used in the design, construction, and compliance processes.
Most US states and communities, federal agencies, and many global markets choose the I-Codes to set the standards for regulating construction, plumbing and sanitation, fire prevention, and energy conservation in the built environment.
In addition to its codes and standards activities, the Code Council provides product testing and evaluation, accreditation, software and technology, professional development and training, and consulting services solutions for governments and businesses.
Reporting to the Senior Vice President (SVP) of Government Relations, this position, either as a Vice President or Director (depending on the candidate's experience), serves as primary conduit between ICC and the federal government.
This position, working with the SVP, and through collaboration with ICC's Vice Presidents of Innovation and Fire and Disaster Mitigation and federal Government Relations Associate, will manage and direct the Code Council's federal legislative and regulatory policy priorities, and maintain and enhance ICC's advocacy presence in Washington, DC This position is charged with creating opportunities, promoting policies, and seeking rulemaking and legislative opportunities that impact the building codes ICC develops and the broader Code Council Family of Solutions.
This position will be responsible for developing and fostering relationships with elected officials and policy makers in all branches of the federal government and using those relationships and opportunities to shape and guide policies that impact or are of relevance to ICC's Family of Solutions and its members.
A successful candidate will demonstrate exceptional written and oral communication and project management skills; an in-depth understanding of federal legislative and regulatory processes; and the ability to collaborate, mentor, and work effectively on a team, complete tasks under deadline, distill and relay complex issues to diverse stakeholders, and build and sustain national coalitions to advance ICC's goals and objectives.
Responsibilities include:
Drafting legislative proposals, amendments, and strategies Drafting and submitting responses to rulemakings and other administrative actions, Drafting opinion editorials, letters to editor, press releases, factsheets, bill summaries and other materials for decision-makers, ICC members, and the public Monitoring legislative and regulatory proposals and, as needed, providing written and oral analyses Developing and maintaining relationships with federal agencies and their congressional authorizers/appropriators, including, for example, FEMA, HUD, the Dept.
of Energy, EPA, USAID, and NIST Facilitating ICC's participation in and outreach to national associations and organizations, including task groups and committees; coalition building to support ICC's efforts Advocacy for and briefings on ICC's priorities before congressional and administration offices Preparing testimony for federal legislative and administrative bodies Hosting briefings, forums, and roundtables on emerging trends and relevant topics for ICC Representing the ICC at member meetings, conferences and trade shows as assigned Working with ICC's state and local government relations staff to capture federal opportunities at the state and local levels Establishing and implementing effective internal communications Preparing lobbying disclosures and filings Performing other tasks and duties as may be directed Essential Skills and Education I Experience I Location:
A minimum of 5 years, and preferably 10
years, of experience in federal government relations Excellent verbal and written communications skills High level of interpersonal skills to work effectively and cooperatively with others Experience working on resilience/disaster mitigation, energy conservation/sustainability, accessibility, fire services, and/or construction industry issues is preferred, but not required Ability to travel as required PI152620385.
Estimated Salary: $20 to $28 per hour based on qualifications.
