POSITION DESCRIPTION:
ANSER, Inc. is seeking a Chemical and Biological Defense Physical (CBDP) Program Analyst to provide subject matter expertise to the Physical Director (GS-15) within the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) to assist in the oversight of the Department of Defense's chemical and biological defense (CBD) physical program. Specifically, this position provides analytical and financial (POM/PPBE) support services to enable the effective and efficient oversight, coordination, review, and strategic planning of CBD efforts related to detection, protection, decontamination, and information systems programs. In addition, this position provides CBD subject matter expertise for the integration of National, Interagency, and DoD acquisition policy/guidance efforts. The person in this role will work onsite at the Pentagon in Arlington, VA. POSITION
Responsibilities:
Serves as a subject matter expert on CBD physical programs. Supports the oversight and integration of physical program initiatives and efforts for the CBDP Program Objective Memorandum (POM). Provides support to the program through an active role in the Planning, Programming, Budgeting, and Execution (PPBE) process. Develops and proposing solutions to critical problems related to CBD physical programs by creating actionable strategies, implementation plans, and oversight plans that use metrics to inform resourcing decisions and project prioritization. Develops assessments and functional reviews of CBD physical acquisition programs, capabilities, requirements, shortfalls, and redundancies. Provides technical and analytical support to facilitate government oversight, coordination, and integration of CBD physical programs among the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense, the Joint Science and Technology Office for Chemical and Biological Defense, the Joint Requirements Office for Chemical, Biological, Radiological, and Nuclear Defense, and the Deputy Under Secretary of Defense for Test and Evaluation. Provides support to government leads at various DoD and interagency meetings and drafts/reviews documents, as required. Coordinates with relevant stakeholders, attending meetings, developing meeting minutes, and drafting and reviewing documents, as required. Provides technical subject matter expertise to facilitate government oversight, coordination, and integration of initiatives and programs that involve the interagency and/or international communities. Supports government client at interagency/international conferences, seminars, and meetings by preparing power point presentations, briefings, read aheads and talking points and presenting briefings, as required. Engages and coordinating with senior military officers/civilians from the DoD, Interagency, White House, National and Homeland Security Councils, Congressional staffers, as required, on CBD physical program matters of national interest. Local travel to meetings within the National Capitol Region (approximately eight times per month) and approximately one to two overnight trips in the course of a year. REQUIRED SKILLS/EDUCATION/
Experience:
Must possess an active TOP SECRET security clearance with SCI eligibility (TS/SCI). Bachelor's degree in a related field. 10
years of relevant work experience. Recent experience with the DoD Correspondence and Task Management System (CATMS). Must provide documentation to substantiate fully vaccinated status against the COVID 19 virus. DESIRED SKILLS/EDUCATION/EXPERIENCE (NOT REQUIRED):
Master's degree in physical or life sciences. Military experience within one of the components of the Chemical and Biological Defense Program or with an interagency equivalent. Prior experience with the oversight of acquisition programs. Prior experience and/or knowledge of government contract acquisition processes. Completion of Defense Acquisition University Courses Acquisition 101 and 201.
Salary Range:
$100K -- $150K
Minimum Qualification
Life SciencesEstimated Salary: $20 to $28 per hour based on qualifications.
