SUMMARY The Senior Program Manager provides integral support to the CNI Federal Services core healthcare business line. This individual implements, manages and controls all program directives across several federal contracts. This position ensures the timely accomplishment of all specified requirements and works with senior management to establish program priorities. The Senior Program Manager is responsible for building and maintaining a positive, proactive customer relationship leading to and supporting organic growth of program services. ESSENTIAL DUTIES AND RESPONSIBILITIES Serves as a focal point, providing program management guidance and expert level support for assigned contracts. Responsible for overall assignment of work, staffing, personnel management, financial budgets, as well as all operations and technical aspects for the successful completion of program requirements. Serves as primary customer point of contact. Possesses and exercises general knowledge of all technical areas of the contract, with reach back capability to an internal and external technical network. Serves as technical advisor across programs, implementing processes and procedures for effective program delivery. Develops program and project plans for successful delivery, including management, staffing, schedules, quality control, cost control, procurement, and risk management. Formally identifies, assesses, monitors, and mitigates risk and opportunities throughout the program life cycle. Obtains management approval prior to making decisions that will cause deterioration of established program, cost, and schedule objectives. Develops and implements corrective action plans when deviations from budgets and/or schedules are evident. Pays strong attention to and prioritizes cost and schedule management. Prepares regular scheduled program status reports and presents to senior management. Performs variance analyses of schedule and cost on a formal and informal basis for senior management review. Ensures program goals and objectives are set and that all related program responsibilities / projects are assigned, completed on-time and within budget. Monitors progress and resolves any identified issues affecting successful project / program completion. Makes certain results are documented. Serves as the primary interface with the customer on all matters involving contract execution. Coordinates with other departments on resolution of contractual problems with the customer. Ensures contract requirements are executed in accordance with appropriate regulations and Company policies and procedures (i.e., federal acquisition regulations). Provides leadership to program team. Ensures communication and cooperation among team members and resolves areas of conflict. Ensures a timely closeout of completed programs to ensure that all obligations are satisfied, and program documentation is properly recorded. May manage a team of project managers, and coordinate project management resources across the federal healthcare practice. Responsible for developing appropriate career development plans, setting performance objectives, as well as mentoring and monitoring development of assigned project managers. Provides interface, communication, and coordination with internal and external customers on matters pertaining to existing contracts and bid and proposal activities. Participates as a team member on bid and proposal activities from planning through submittal. Serves as lead over specific proposal preparation sections. Ensures that the requirements of the request for proposal are met in the preparation and documentation of bids and proposals. May assist or lead a variety of proposal support requirements including management, staffing, technical, and business response. Performs a variety of complex deliveries. Effectively interfaces with senior customer officials, executive management and field operations. Ensures compliance with all contractual requirements. Other duties may be assigned. EDUCATION/EXPERIENCE REQUIRED Bachelor's degree in a related field of study required. Must have a minimum of twelve (12) years' experience managing projects of increasing complexity in terms of size and scope. At least five (5) years' experience managing federal health related contracts for HHS, DoD, or other federal agency. CERTIFICATES / LICENSES / REGISTRATION Project Management Institute (PMI) / Project Management Professional (PMP) Certification required JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES Knowledge of program management tools and procedures. Solid leadership and management skills, particularly influence management and conflict resolution. Experience throughout the program lifecycle from development through closeout to include proposal development, requirements decomposition, financial and risk management, and continuous improvement efforts including implementation for cost reduction and performance improvement efforts. Demonstrated competency in working with a wide range of government departments with diverse business needs, interests, expectations and requirements. Skilled proficiency using Microsoft Office Suite (i.e., Word, Excel, Outlook, etc.) and project management software programs. Knowledgeable of and skilled in implementing best-in-class concepts / principles within the areas of planning, scheduling, budgeting and operations for successful achievement of program objectives. Excellent leadership, planning, financial management, cost control, and contract negotiating skills. Ability to manage multiple services and task order projects simultaneously. Ability to make sound, well-informed and objective decisions; perceives the impact and implications of decisions. Ability to prepare, justify and administer program budget and to assess financial conditions. Ability to persuade others to accept recommendations and to negotiate to find mutually acceptable solutions. Ability to organize work, set priorities and determine resource requirements. Excellent supervisory and management skills with ability to recruit, train, mentor and motivate others. Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals. Ability to manage and resolve conflicts, grievances, or disagreements in a constructive manner. Excellent verbal and written communication skills with solid presentation skills and ability to provide written content for federal contract proposals.
Salary Range:
$150K -- $200K
Minimum Qualification
Program ManagementEstimated Salary: $20 to $28 per hour based on qualifications.
