Program Manager

Summary Due to the Pandemic, and individual states with different phases of reopening, the selectees report date to the official duty station/facility may be delayed until such time as employee is allowed to report to the workplace.
The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.
Responsibilities This position is situated in the Office of Human Resources (AHR) in the Human Capital Branch AHF-200, and is responsible for organizational assessments (pre-employment tests, structured interviews), new employee orientation, enterprise wide competency modeling, and competency management.
As the Manager of the Organizational Assessments Branch, the incumbent will contribute a high level of specialized knowledge, skill and consultative leadership to various complex and challenging activities under minimal direction.
The incumbent partners with the rest of the Human Capital Branch leadership team, AHR Directors, and Line of Business/Staff Office (LOB/SO) representatives to execute agency-wide strategies and solutions.
As the Branch Manager, the incumbent exercises the full range of supervisory responsibilities, to include, but not limited to assignment of work, setting priorities, selections, promotions, coaching, disciplinary actions, evaluating individual and organizational performance, and training.
Uses advanced knowledge of budget policies and procedures to define, plan and organize staff, and other resources; which includes managing the budget, allocating/reallocating resources among subordinate teams, and requests for needed additional resources.
Incumbent projects short/long term strategic planning and prepares justifications to support resource requirements.
Applies experience and expert knowledge in the area of program management to execute various complex and large-scale initiatives.
Work often requires the development of new and innovative approaches to meet evolving business demands and work requirements.
Proactively identifies and resolves challenging problems that often cross-organization boundaries, or issues that jeopardize strategic objectives.
The incumbent provides a full range of consultative services in a variety of Human Capital topics.
Typical assignments may include the following:
Leading, developing, and engaging a team of HR professionals/technical specialists responsible for delivering complex agency-wide programs; Performing advanced analysis, evaluation, and advisory assignments related to technical program management and implementation; Developing, implementing, and adjusting agency-wide change management and communication plans for large scale initiatives; Coordinating multiple projects to ensure organizational alignment and sufficient coordination; Providing strategic leadership to various corporate initiatives including new employee orientation, structured interviewing, and competency modeling Initiating, managing, and evaluating the acquisition of services (eg, Contracting Operating Representative) for the Division; and Developing various communications for audiences at all levels in the organization, including executives, technical personnel, and general audience.

Qualifications To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level.
This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

-Demonstrated experience in leading continuous program evaluation and improvement to include design of metrics that capture program return on investment and feedback from multiple stakeholders.
-Demonstrated experience developing the vision for high-profile programs and leading teams in successful program implementation.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
