Summary The Federal Aviation Administration is seeking a transformational and servant leader to lead the agency's Air Traffic Organization that provides air navigation services to private and commercial clients as well as the U.S. military. The ATO's operational range covers 29.4 million square miles of airspace over the U.S.A and portions of the Atlantic Ocean, Pacific Ocean and the Gulf of Mexico. Duties The Chief Operating Officer (COO) is responsible for leading and providing strategic direction for the entire air traffic management system. The COO leads a complex and geographically dispersed organization of 35,000 employees including 49 Executives and ensures safe, efficient and secure air traffic services for approximately 50,000 aircraft operating over nearly 30 million square miles every day. Responsibilities:
Leads and provides strategic direction for air traffic operations in the National Airspace System (NAS). Works through eight ATO Service Unit Vice Presidents and other Executives providing the organization's core functions of Air Traffic Services, Technical and Systems Operations, Safety Management, Technical Training, Mission Support Services, Management Services, Program Management, and Flight Program Operations. Develops strategic plans for the air traffic control system ensuring that ATO actions are aligned with FAA Administrator long-term strategies for the aviation system as a whole. Reviews and evaluates program performance for the purpose of keeping the Administrator informed concerning how effectively program goals are being met and for recommending action to correct deficiencies and improve program performance. Reviews ATO operations and formulates and implements plans to modernize the system, increase productivity, realize cost savings, and improve training and education. Represents the FAA in national and international venues; articulating the priorities of the FAA to international audiences; and seeking to harmonize US air traffic management policies with international policies and procedures. Maintains close and continuous contact with representatives of Congress, the Department of Defense, other Federal agencies, State and local governments, aviation industry stakeholders, and the general public, as well as various other domestic and foreign public and private aviation organizations. Handles media inquiries related to, and develops communications strategy for, air traffic management matters. Presents and defends DOT/FAA positions with respect to air traffic management programs and policies. Experience formulating and implementing the strategic direction of a technical organization, including such efforts as setting standards of performance; developing and monitoring annual and long-range strategic plans; implementing large-scale, complex modernization efforts; and assessing and mitigating operational/safety risk. TECHNICAL REQUIREMENT:
Experience overseeing the day-to-day operational functions of an operational organization, including setting tactical performance measures and managing continuous improvement efforts; increasing productivity and efficiency; and implementing cost-saving measures. TECHNICAL REQUIREMENT:
Experience formulating and administering a significant budget, and overseeing the stewardship of a large workforce and managing relationships with diverse stakeholders, including labor unions. TECHNICAL REQUIREMENT:

Salary Range:
$150K -- $200K
Minimum Qualification
