HelpDutiesThe incumbent serves as a Program Manager (Enterprise Risk Management Lead) within the Operations Support Office (OS), Program Analysis and Requirements Evaluation Directorate (PARE) Enterprise Analytics Division.
The candidate will advise PARE and CBP leadership on a variety of Enterprise Risk Management (ERM) program and policy issues of interest to DHS and CBP officials, as well as other Federal, state, local and tribal agencies.
The Enterprise Analytics Division (EAD) uses data to power insight across the enterprise, providing decision support for leadership across CBP.
As the Enterprise Risk Management Lead, the candidate will have the opportunity to build and implement an enterprise risk management framework that will be applicable for leadership, operators, and business support services, while addressing any cultural barriers to change within the agency.
The candidate will also lead initiatives demonstrating the benefits of enterprise risk management to CBP leadership.
Duties include but are not limited to leading and overseeing the following outcomes:
Analyzes and develops planning strategies and methodologies to determine the adequacy of agency policy and regulations.
Plans, conducts, and participates in special studies or task forces, provides assistance to headquarters and field offices; and develops and evaluates policies in assigned program areas.
Provides technical assistance and direct support to management staff in all matters relating to Enterprise Risk Management.
Advises and provides analytical support on problem definition, planning methodologies, policies, and procedures.
Responsible for developing, implementing, and monitoring sophisticated management information systems that focus on long- and short-range plans, policies, and programs in the direction of goals, objectives and priorities established by statutes, executive orders, the Department, or executive management HelpRequirementsConditions of EmploymentMust be a current permanent Federal employeeMust have supervisory approval to apply to the Joint Duty Assignment.

QualificationsQualifications required:
Knowledge of enterprise risk management principles and experience with their application in a large, complex organization.
Knowledge of data-driven operational requirements processes and strategic planning, including the development and implementation of plans to achieve results for a large organization.
Knowledge of CBP Strategy, Enduring Mission Priorities (EMPs)s, Planning Programming Budgeting and Accountability (PPBA) and Foresight.
Skill with leading transformational organizational change, vision, and strategy in addition to proven abilities in leading and managing senior-level subordinate managers.
Skill with building coalitions, facilitating, and collaborating across the agency to establish strategic direction and develop operational requirements.
Ability to build and manage an enterprise program that aligns with CBP Strategy and is relevant for both senior level management and operations.
Self-driven and motivated.

Phase 3:
Complete a final review within the last 30 days of the plete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
