Summary NOTE:

The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.
Responsibilities Position is located within Security and Hazardous Materials Safety (ASH), UAS Security Division, AXE-U00.
The incumbent will provide policy expertise to FAA/AXE leadership in the matters specific to security activities to inform rule making, review of legislation, inter-agency coordination as well as decision making for the Unmanned Aerial System (UAS) program.
Incumbent performs multiple, varying, and complex assignments under the minimal direction of a manager and acts as principal technical specialist for work activities.
Applies experience and comprehensive knowledge applicable to matters specific to assigned security activities.
Typical assignments include:
Provides programmatic expertise and program management acumen for Unmanned Aerial System (UAS) security team.
Researches and analyzes data to develop UAS policy for security activities to include support for rule making committees, review of legislative proposals, and review of policy proposals.
Provides expertise regarding UAS systems security in support of air traffic management.
Develops program management artifacts to document proven standing operating procedures and guidelines for UAS Security team cross-agency and inter-agency efforts.
Researches and analyzes commercial efforts to include development, flight operations, and systems engineering to inform leadership about the operational environment.
Monitors for and maintain awareness of legislative proposals and regulatory developments regarding UAS guidance.
Develops a set of security guidelines for use by the FAA to develop Standardized Operating Procedures (SOPs) which will provide a framework for the FAA to analyze the UAS security procedures for UAS flights in the NAS.
Provides review of other Department/Agency SOPs involving C-UAS implementation and integration to ensure compliance with established procedures/legislative guidance.
Coordinates actions and policies with other FAA Lines of Business.
Supports outreach efforts to provide information and educate security experts/first responders on proper implementation of UAS security and C-UAS activities.
Coordinates all other inter and intra-agency activities as requested.
Contacts are internal and external.
Incumbent often represents FAA as a senior technical point of contact on projects, programs and other work activities.
Communicates results to all levels internally (within an LOB/SO or across LOB's/SO's) and externally.
Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution.
Presents briefings to obtain consensus/approval on policies.
Coordinates significant technical matters with representatives of external organizations.
Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches.
Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires.
Provides policy guidance and instruction to others, both internally and externally.
Provides guidance to lower-level staff on how to solve difficult technical issues.
Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist.
Develops plans, techniques, and policies to address current or anticipated problems and issues.
Works with management to solve problems.
Work is reviewed rarely, typically through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.
Work activities typically impact directly on the objectives of one or more major subdivisions or LOB's/SO's and may impact on the objectives of the FAA.
Work may affect the safety and security of customers.

Qualifications To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS 10-12 level.
This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
Specialized experience is defined as:
Experience providing input into policy and regulatory documents relating to UAS and Counter UAS activities.
You should include relevant examples of the specialized experience in your work history.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
