The public Individuals with disabilities Veterans Special authorities Help Duties While this position does not maintain Part 139 Airport Certification Safety Inspector (ACSI) credentials, the incumbent provides national technical support to the Part 139 airport certification program, along with general aviation airport safety. Supports Headquarters and Regional ACSIs in policy and guidance regarding national standardization and consistency in conducting periodic and surveillance inspections at Part 139 certified airports, including medium to large hub airports. Ensures compliance with standards for 14 CFR Part 139 in various areas, including records, personnel, paved areas, unpaved areas, safety areas, marking signs, and lighting, snow and ice control, aircraft rescue and firefighting, handling and storing of hazardous substances and materials, traffic and wind direction indicators, airport emergency plan, self-inspection program, pedestrians and ground vehicles, obstructions, protection of NAVAIDS, public protection, wildlife hazard management, airport condition reporting, and identifying, marking and lighting construction and other unserviceable areas. Supports the Regions with their submittals of petitions from airport owners requesting exemptions to any Part 139 requirement. Coordinates with regional personnel on safety issues/incidents occurring on or near airports. Provides technical advice and guidance related to the Office of Airports (ARP) Emergency Planning to assist airport sponsors in coordinating support required during emergency situations. Utilizes policy, federal laws and regulations to provide guidance and technical support for airport safety, operational programs and issues for:
(1) various program areas of oversight and interest within the Office of Airports; (2) internal/external stakeholders, including FAA Lines of Businesses/Staff Offices (LOBs/SOs) such as Air Traffic, Flight Standards, Office of Accident Investigation, the FAA's Airport Technical Research Office, etc.; and (3) Regional staff to ensure adherence to FAA's Compliance and Enforcement Program in accordance with FAA orders and processes and coordinates with FAA management and legal counsel with enforcement activities. Tracks regional enforcement activities. Works in collaboration with other FAA organizations including the Runway Safety Office and external safety stakeholders to improve surface safety at airports. This includes participating in various surface safety work groups, assignments and initiatives. Provides technical support on various Safety Management System (SMS) initiatives and programs, including serving as a key technical subject matter expert on airport operator SMS panels both within ARP and in other FAA LOBs/SOs. Supports the Airports Safety and Operations Division in the tracking and record-keeping of the following:
National Transportation Safety Board Safety (NTSB) Recommendations, Office of Inspector General (OIG) and General Accounting Office (GAO) audits, and any other program auditing functions. Maintains records for ACSI credentialing and currency requirements. Participates in the development of International Civil Aviation Organization (ICAO) standards in support of the FAA's global aviation safety program; provides recommendations on practices; and supports technical assistance requests from International aviation organizations. Provides technical guidance and assistance to the Office of Airports regarding new entrant activity.
