Summary The incumbent will serve as a Foreign Affairs Specialist in the Office of Unmanned Aircraft Systems (UAS) Integration, International Division, AUS-200.
Responsibilities This position serves as a foreign affairs specialist in the Office of Unmanned Aircraft Systems (UAS) Integration, International Division, AUS-200.
The incumbent supports the mission of the Office of UAS Integration focused on international activities and the global leadership strategic initiative.
Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist.
Applies experience and comprehensive technical knowledge applicable to assigned discipline, as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems.
Considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems.
Assignments frequently require knowledge and experience working across functional and/or organizational lines.
Supports the manager with the management, coordination and preparation of programs to further the office's mission with a specific focus on the international aspects of UAS integration.
This support includes, but is not limited to the following tasks:
lead coordination of a subset of UAS international work in technical/policy areas, research and review US and foreign aviation policies and programs, attend meetings, prepare briefing materials and support the wider FAA team to work with key stakeholders both within the FAA and with foreign counterparts, and facilitate FAA involvement in projects, as well as visits by foreign officials.
Coordinates within the FAA, other US government agencies and with foreign organizations to implement an agenda, determining FAA participation and input.
Develops briefing materials for FAA specialist and senior officials engaged in training and technical activities; collects and analyzes information about policies, programs and state of aviation related to UAS.
Works on regional portfolios for any or all of the following regions:
Europe, Africa, Middle East, Western Hemisphere, as well as with organizations such as the International Civil Aviation Organization (ICAO), European Aviation Safety Agency (EASA), European Commission (EC), UK Civil Aviation Authority (UK CAA), or Latin America Civil Aviation Commission (LACAC).
Critically analyzes and integrates information in order to pro-actively, strategically and creatively problem-solve.
Responsible for evaluating the impact of major elements of US policies and interests on FAA's activities and developing recommendations; gathering input from key stakeholders, and compiling results in a concise manner for consideration by staff and senior officials; monitoring international aviation activities to support the office's mission; and preparing responses to inquiries from within FAA as well as private, public, and commercial organizations under the direction of the division manager.
Contacts are internal and external.
Often represents FAA as a senior technical point of contact on projects, programs and other work activities.
Communicates results to all levels internally (within the LOB/SO or across LOB's/SO's) and externally.
Plays a lead role in drafting, reviewing, and editing reports or documents for final approval prior to external distribution.
Presents briefings to obtain consensus/approval on policies.
Coordinates significant technical matters with representatives of external organizations.

Requirements:
Degree:
major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
-OR-Combination of education and
Experience:
courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.

Experience:
four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
To qualify for this position you must also demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 in the Federal Service.
Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience may include but not limited to:
Experience developing, aligning and coordinating policy positions within an organization, especially with other International Offices, other US government agencies, and with foreign organizations to formulate and implement a policy.
Experience with critical analysis techniques and integration of information in order to pro-actively, strategically and creatively problem-solve.
Experience working on regional portfolios for any of the following regions:
Europe, Africa, Middle East, Western Hemisphere, in addition to experience working with organizations such as the International Civil Aviation Organization (ICAO), European Aviation Safety Agency (EASA), European Commission (EC), UK Civil Aviation Authority (UK CAA), or Latin America Civil Aviation Commission (LACAC).
Experience communicating clear and concise technical topics to a variety of technical and non-technical audiences to include senior leadership in multiple formats.

Permanent Change of Station (PCS):
IAW FAA Travel Policy, fixed rate PCS is authorized.
Current Federal government employees (transfers without a break in services) are eligible for fixed rate PCS up to $27K.
All other selectee (s) are eligible for a fixed rate PCS up to $10K.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
