Help Duties The Chief Operating Officer oversees the work executed by the Office of Administration (ADM) in support of the Division's mission which is accomplished through 1,400 employees and contractors.
While primarily located within the Washington, DC metropolitan region, ADM supports strike force operation in 24 US Attorneys' districts across the US Additionally, CRM has an extensive international mission in advising foreign governments in well over 60 countries, which requires administrative coordination with foreign embassies and close collaborations with domestic funding partners.
The Chief Operating Officer must serve as a dynamic leader the ability to collaborate across agency and private sector lines to advocate for the Division's goals and achieve program successes in addition to the below duties:
Serves as the Division's Chief Financial Officer.
Oversees the execution of a $1.
2 billion Division budget that includes a direct appropriation of approximately $200 million, $650 million of reimbursable resources, and a $350 million legislatively created fund that the Division manages to compensate victims of terrorism.
Oversees the stewarding of more than $2.
5 billion of funds across the 6 active fiscal years and reimbursable accounts include the Asset Forfeiture Fund, the Three Percent Fund and the Health Care Fraud Fund, each with different rules, practices, and policies.
Independently and through the direction of a dedicated project management unit, initiates and develops strategy and recommendations to improve current and future Division effectiveness and efficiency.
Recommends adjustment of broad objectives, establishment or redefinition of policies, methods or procedures, or realignment of internal organizations, as deemed required in support of increased Division efficiency and effectiveness; advises the Executive Officer and other senior leadership in the Division on approaches and recommends corrective action, where appropriate.
Ensures maximum and efficient utilization of available resources; periodic and comprehensive evaluations of program goals and objectives; and identifies areas for effective and efficient program improvements.
Serves as an advocate for the Division's programs and resource needs with various external groups, eg, the Office of Management and Budget, the General Accounting Office, and senior officials of the Department's Justice Management Division.
Programs managed are highly dynamic as they must be responsive to the frequent changes in the operating programs of the Division imposed by Congressional mandate or national policy changes.
Sets the organizational vision for the Office of Administration in areas managed.
Directs multi-year and long-range efforts to expand or restructure functional areas, entire programs, or service offerings, in response to customer needs, organizational goals, survey findings, changing policies, and sound business practice.
Leverages technology by establishing, upgrading or transitioning major administrative systems to streamline operations, ensure management compliance with strategic goals and objectives, and align with industry best practices.
Formulates, promulgates, and implements Division-wide policies intended to realize Division and Department goals through sound and comprehensive management.
Presents policy recommendations for approval by the Executive Officer or Chief of Staff.
Collaborates with the Department's Justice Management Division leadership, as well as counterparts from across the Department and external agencies to develop guidance applicable to Division operations.
Partners strategically with the more than 35 SES positions within the Division to achieve broad and complex organizational goals including implementing novel initiatives with no precedence.
Responsibilities include guiding the establishment of the organizational framework; negotiating with stakeholders within and outside of the Division and Department; balancing staffing requirements; determining and orchestrating the pursuit of funding mechanisms; and identifying long range strategies to support the Division's mission and program goals.

In concert with the Executive Officer, advises the Assistant Attorney General and his leadership team in the OAAG on a weekly and sometimes daily basis regarding fast-paced, high priority and critical matters.

The managerial qualifications of a selectee who is not a current or former career Senior Executive Service (SES) employee must be approved by the Office of Personnel Management (OPM) before appointment.
Individuals entering the SES career service for the first time are subject to a one-year probationary period.
Qualifications As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership, managerial, and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below.
In addition, candidates must have one year of specialized experience to include senior managerial executive experience in the federal government in leading an organization's financial management, budget, or financial reporting functions and implementing new business processes related to administrative functions.
