HelpDutiesThe Management Analyst applies experience and comprehensive knowledge of analytical and evaluative methods and techniques to develop and recommend improvements to standardized processes.
As a contributing specialist, applies experience reviewing and analyzing information and data to plan and conduct functional activities for projects/programs that cross bargaining units and facilities in the ATO.
Performs multiple and varying and complex assignments under the minimal direction of the manager.
This work directly affects the ability of the ATO to maintain collaborative relationships with national labor unions to ensure the efficient operation of the National Airspace System (NAS).
Tracks and reviews requests for bargaining unit employees to participate in workgroups and analyzes impact on the losing facility, uses data to develop and recommend approaches to address current and anticipated problems involving the group's core business processes, such as tracking labor issues and coordinating the release of bargaining unit employees.
Works with management and/or more experienced professionals to solve problems.
Evaluates current workflow processes and recommends changes as appropriate.
Prepares and reviews management reports; and summarizes request to provide the appropriate AJG-L1 Team a general overview of the reason for the requested workgroup and number of bargaining unit participants.
Applies knowledge of program/project management principles to lead small project teams responsible analyzing and evaluating administrative and management operations and for designing and recommending solutions to complex problems involving the identification of labor issues that are common to all ATO facilities and bargaining units.
Analyzes semi-technical documents to summarize and track grievances and unfair labor practices that reach the national level to ensure that they are responded to in a timely fashion.
Provides guidance to less experience professionals.
Develops and recommends improvements to internal scheduling and tracking processes to improve the efficiency of administrative operational.
Uses technological medium to review and track executive level correspondence, schedule meetings and to facilitate the broadcasting of notices, the Critical Incident Stress Management/Critical Incident Stress Debriefing programs, and the inclusion of bargaining units in the agency.
Facilitates and provides logistical support for national conferences.
Uses experience gathering and compiling information to creates executive packages and meeting material for scheduled workshops.

May act as a point of contact to provide advice and guidance on the applications of policies and procedures related to the processing of ATO labor issues.
May be called upon to communicate FAA positions on policies and procedures internally and externally.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches.
Resolves most problems and work issues without the assistance of a manager or more experienced professional.
Develops and recommends approaches to address current and anticipated problems and issues and the Team Manager rarely reviews work.
Work is typically reviewed through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.

Must submit an SF50 (See Required Documents)QualificationsTo qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 level.
This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
The Specialized Experience is defined as:
Experience gathering and compiling information to create executive packages and meeting material for scheduled workshops.
Experience using automated timekeeping and travel programs, such as CASTLE and E2, to facilitate workgroup meetings.
Experience using automated purchasing systems, such as PRISM and US Bank, to facilitate Directorate wide logistical support.
