HelpDutiesOversees the Environmental Policy program and supervises a Division of subject-matter experts to provide policy recommendations and advice to AEE and senior management on a broad range of environmental issues, including:
sustainability, climate change and adaptation, energy conservation and compliance with environmental laws at FAA facilities; agency policy and procedures for compliance with the National Environmental Policy Act and other environmental review laws; historic preservation and tribal consultation; environmental justice and equity issues; and emerging environmental issues, including new entrants to aviation (eg, Unmanned Aircraft Systems, Advanced Air Mobility vehicles) and proposed regulations and legislation that may be relevant to FAA.
Provides leadership to the Environmental Policy Division staff in working with the other FAA Lines of Business and Staff Offices to improve the environmental performance of the agency by:
sharing information and providing opportunities for professional development through the Environmental Network and annual Environmental Forum; collecting and reporting data on meeting US sustainability requirements at FAA facilities and providing guidance and support for implementation of environmental management systems; and providing issue-specific or project-level assistance as needed.
Managerial duties include communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities, coaching and developing staff; monitoring and evaluating performance of managers and employees; employee recognition and rewards, approving leave; and taking corrective/disciplinary actions as appropriate.
Communicates and reinforces diversity and EEO policies and programs in all areas of responsibility; and participates in the labor-management partnership process by fostering a work environment where are all employees are treated in a fair and equitable manner.
Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures to monitor, direct, and provide oversight of projects and programs.
Regularly reviews projects and programs to make sure they are aligned with long and short-term goals, objectives, and plans.
Establishes and refines division objectives to support those goals and plans.
Ensures that the broad technical staff has the required guidance to carry out policies, programs, and regulatory oversight functions.
Serves in a leadership position that influences a technical workforce by facilitating the integration of programs and policies; advocating the tactical use of concepts and technologies to advance the strategic goals of the organization.
Coordinates with multiple internal/ external customers, other lines of business, and industry on unique issues; and coordinates, monitors and tracks multiple activities and programs across the organization.
Contacts are routinely internal and external to the major subdivision.
Internal contacts are with subordinates, peers, and higher level management to discuss the statuses and results of projects/programs and plan for the future.
May represent APL or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes.
Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.
Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results.
Has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term) objectives of the major subdivision and LOB/SO.

QualificationsTo qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level.
This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
Specialized experience is defined as:
Experience developing and implementing federal agency procedures in accordance with the National Environmental Policy Act and other environmental and energy laws, regulations, and policies; ORExperience providing policy recommendations and guidance on environmental and/or energy conservation matters pertaining to aviation operations within the National Airspace System; ORExperience providing policy recommendations and guidance on sustainability, climate change and adaptation pertaining to aviation operations within the National Airspace System.
