As Deputy Director, the incumbent is responsible, through subordinate supervisors, for the day-to-day direction and supervision of operations.
Assists the Director with providing leadership and oversight for the planning, coordination, direction, implementation and assessment of FAA's National Security Programs and Incident Response activities.
Assists in planning, programming and managing the budget and prioritizes and reallocates resources within the organization as required, and advocates and constructs business cases for additional resources as needed.
Manages information flow within the Directorate and to FAA, industry and interagency partners.
In addition, oversees the collection, analysis, and dissemination of air transportation security classified and unclassified information and intelligence coordination with other FAA Lines of Business, as well as other US Government agencies, such as the DHS, DOJ, DOE and DoD to include their components (Transportation Security Administration, Customs and Border Protection, the Intelligence Community, and Law Enforcement Community partners).
Communicates directly with FAA Senior management as well as heads of other government agencies regarding threats to aviation; supports rapid responses to urgent security situations; provides rapid, reliable and effective methods of obtaining, analyzing, verifying, summarizing, and presenting critical information to key FAA, DOT and National Security Council officials as well as other Federal agencies.
Ensures the FAA incident preparedness programs are successful by overseeing the development and coordination of FAA preparedness policies, orders and guidance; oversees the development, execution and after-action process for intra- and interagency incident preparedness and response exercises.
Represents FAA at interagency fora.
Coordinates and executes FAA wide incident response exercises; convenes and supports Crisis Response activities.
Manages the FAA intelligence analysis and coordination activities in accordance with Intelligence Community directives to meet the needs of FAA leadership, Lines of Business, and interagency partners; manages the collection, analysis, and dissemination of information and intelligence relating to aviation emergencies or incidents.
Ensures cybersecurity threat analysis supports FAA, the Cybersecurity Steering Committee and coordinates with interagency efforts and the intelligence community.
Coordinates the development of national-level plans, policies and strategies for achieving shared awareness across Communities of Interest; provides timely response to National Security Council requests regarding threats and concerns to commercial aviation.
Supports Congressional engagement by providing technical assistance and subject matter expertise on legislative policies involving aviation security and incident response; supports development of responses to Congressional inquiries, to include developing and delivering briefings and Congressional testimony.
Exercises a full range of leadership and managerial duties, including strategic planning, resource allocation, establishing priorities, and communicating the organization's and agency's vision and strategic goals and objectives, assigning tasks and responsibilities, monitoring and evaluating performance of organizational units, managers and employees, coaching and developing staff and organizational capabilities, approving leave, and taking or approving corrective/disciplinary actions as appropriate.
The work supports the ability of ASH to accomplish critical mission responsibilities and support agency key goals and objectives in ensuring the protection of FAA facilities, national security information, secure telecommunications, ensuring a safe and secure work environment for the agency, and maintaining the safety of the National Airspace System.

QualificationsCandidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-K or FG/GS-15) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE is defined as:
(Candidates must have at least two of the four following specialized experiences to be deemed qualified).
Experience responding to Congressional and Inspector General inquiries; Experience working with the National Security Council, to include attending meetings, providing reports and updates; Experience working with the Intelligence Community;Experience building and presenting project and program reviews.
