HelpDutiesThe National Child Care Program Manager provides oversight, technical guidance and direction to FAA Center Directors and Board of Directors or vendor leadership in the management of FAA on-site and near site child care center programs.
The incumbent oversees the child care centers, child care subsidy, and nursing mothers programs and the implementation of FAA guidance and requirements and provides technical assistance to ensure compliance with legal, program and facility requirements.
Provides governance training and support to board of directors to including fiduciary responsibilities for the duties of care as well as legal and ethical responsibilities.
Provides technical assistance to centers regarding enrollment, marketing, staffing, attracting talent and overall best practices.
Prepares and pre-audits centers for quality using the National Association for the Education of Young Children (NAEYC) criteria and standards, ensuring high quality programs for FAA employees and their children and maintenance of NAEYC accreditation.
Provides technical support with data analysis, budget development and strategic planning.
The incumbent applies expert professional knowledge of child development principles to interpret policies and procedures to ensure compliance with the developmental programming for all 15 daycare centers, and keeps abreast of latest developments, advances, and changes in education and training techniques, philosophies, and materials.
Broad policies and objectives provide general guidance for addressing Federal Employee program issues.
This includes developing and issuing policy and procedures, coordinate with appropriate FAA organizations and manage program budget to include extensive financial analysis of the centers.
Serve as liaison between Boards of Directors, the General Services Administration, and other Federal agencies, and various state/local agencies.
Assures compliance with laws and regulations in relation to providers, the FAA, and the not-for-profit corporations to achieve accreditation.
Advises and implements best practices and procedures nationwide.
Works under pressure and with short deadlines, manage time and adjust priorities in a fast changing environment.
Contacts are internal and external, with management, FAA Center Directors, Board of Directors, vendor leadership in the management of FAA on-site and near site child care center programs.
Communicates with and provides expert guidance and instruction on Federal Child Care programs, works with peers and with Senior Leadership on day-to-day operations.
Conducts and manages several yearly outreach programs.
Performs other related duties as assigned.
Work is reviewed at completion for success in achieving planned results.
The incumbent has discretion to ensure the alignment of the program goals and policies and the requirements of the projects and/or other work activities.
Work activities impact directly on the objectives of the organization and on the objectives of the FAA workforce.

QualificationsTo qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level.
