Clarification from the agencyOpen to current permanent FAA employees in AHAHelpDutiesDirects the work of subordinate employees and/or managers for multiple organizational units/projects/programs and across multiple functions and/or disciplines within a major subdivision.
Work includes complex projects/programs based on the objectives of the major subdivision, the LOB/SO, and frequently the FAA.
Managerial duties include strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.
Works collaboratively with leadership, peers and internal/external stakeholders to provide business transformation services in an effort to achieve long and short-term objectives involving strategy development, resource allocation, work plans, timelines, and business outcomes.
Researches, develops and provides business analysis and recommendations that helps achieve operational effectiveness and efficiency on transformation initiatives.
Supports cross-functional strategic initiatives and provides subject matter expertise and best practices related to strategic transformation, including but not limited to Strategy, Project Management, Lean Six Sigma, or other business outcomes.
Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA.
Makes recommendations on improvement of work methods and program and organizational initiatives, participating in setting operational objectives that include clearly stated, quantified and measurable objectives, to measure performance; both in terms of achievement and efficient use of resources.
Develops and delivers presentations to communicate strategic/program updates, risks, opportunities, etc.

Leads the development, collection and analysis of data related to complex cross-functional change programs and provides subject matter expertise and best practices related to strategic transformation, engagement model, and functional area.
Ensures the establishment of supporting goals and milestones, in coordination with functional elements, to ensure optimum execution in terms of schedule, cost, scope, acquisition, budget and quality.
Oversees all phases of programs to ensure integration and coordination with established time-frames and maintains goals and objective, consistent with commitments and policy, as well as measurable performance criteria.
Work is typically governed by established policies, procedures and mission objectives, which leave considerable room for discretion.
Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher level management except where LOB/SO or FAA-wide interests are at stake.
Resolves conflict between and among stakeholders with competing agendas and/or interests, while maintaining cohesiveness in AHR/AHA initiative efforts and direction.
Analyzes deviations and problems, and develops solutions to ensure commitments are met, and coordinates the efforts of the various interests of managers, contractors, technical specialists and support teams to accomplish program objectives.

To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
