Senior Program Analyst

ECS is seeking a Senior Program Analyst to work in our Washington, DC office.
Job Description:
The Contractor shall provide technical and subject matter expert (SME) staff support to operations unit and various executive-level priority programProvide subject matter expertise (SME) to support a diverse range of National Security programsSupport system development efforts including project management, requirements gathering, system design, data conversion, documentation, training, and deploymentDevelop and provide best practices for the branch information technology and data integration effortsConduct analyses and studies related to IT data requirements, business process re-engineering, business continuity, performance, benchmarking with like-activities, and new technology assessments Advise on policy and program requirements and implementation Prepare and conduct technical/policy reports and briefings Identify performance gaps and lessons learnedAnalyze program and policy effectivenessRequired Skills:
Active Top-Secret Clearance with the capability of Obtaining SCI/CI-Poly if needed to meet contract requirementsBachelor's degree in Communications, Business, Finance, or another field requiring strong critical thinking, analytic writing, and creative problem-solving skills Minimum 15 years of relevant professional experience such as support for Federal defense, intelligence or law enforcement communities, new product or system development, process engineering or organizational transformationDemonstrated experience successfully leading, planning, initiating, coordinating, and executing special projects and programs of varying scope and complexity Expertise effectively interacting with personnel involved in policy, technical, operational, and program management work Experience advising on policy and program requirements and options for implementation and/or changeExperience implementing corrective actions Experience translating and communicating complex subject matter between technical and non-technical audiences Keen attention to value-focused detail.
Proficiency in MS Word, PowerPoint, Excel, and SharePoint Excellent writing, oral communication, and presentation skills Displays poise, tact, and diplomacy with all levels of staff and stakeholdersDesired Skills:

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
