Lead Electrical Engineer

Summary The Electrical Engineer is a recognized expert within the FAA for National Airspace System (NAS) power policy, national electrical codes and standards, and power system design, construction, commissioning, and life-cycle sustainment.
Has a direct responsibility for project/ program management.
Ensures that the organizations strategic plan, mission, vision and values are communicated to the team and integrated into the teams' strategies, goals, objectives, work plans, products and services.
Responsibilities Leads an interdisciplinary team responsible for national oversight of FAA electrical power system design integrity, development of design standards and processes, and detailed engineering design reviews.
Provides leadership for highly complex and challenging activities under the minimal direction of a manager or an executive.
Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
Lead the development of technical requirements to be included in acquisition strategies for NAS power system design, equipment, and installation services.
Provides oversight of national risk mitigation and site implementation plans for electrical construction projects to ensure compliance with Operational Risk Management (ORM) principles.
Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks.
Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.
Leads the team in assessing its strengths and weaknesses and provide leadership to the team in exploring alternatives and determining needed improvements.
The Electrical Engineer serves as a team lead responsible for leading the team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.
Acts as a technical expert to develop new and innovative concepts, approaches, methodologies, techniques, and policies, and as a team leader for large, challenging work activities.
Applies experience and expert knowledge of electrical engineering principles, theories, and concepts as well as an understanding of new technologies and methodologies to perform critical tasks that require the development of new concepts or innovative approaches.
Defines FAA electrical power policy to establish requirements for power systems and equipment that fulfill the reliability, availability, and maintainability needs of NAS Enterprise Architecture.
Performs electrical engineering analysis and evaluation of power distribution systems.
Provide guidance in the production of specific project engineering procedures or documents based on organizational goals and requirements.
Identifies and resolves highly complex electrical and systems problems or issues, which often cross-organizational boundaries and impact on the accomplishment of the FAA's strategic objectives.
Also predicts potential issues and proposes recommendations for preventive action.
Applies knowledge of FAA's policies and objectives to identify, define, and organize work for multiple work activities.
Acquires and allocates resources to accomplish work activities within established schedules.
Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisors' instructions on work priorities, methods, deadlines and quality have been met.
Estimate and report to the team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks.

Qualifications In addition to meeting the educational requirements specified below:
You must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level.
This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
Specialized experience is defined as:
Experience defining electrical power policy to establish requirements for power systems and equipment that fulfill the reliability, availability, and maintainability.
Experience monitoring risk mitigation and site implementation plans for electrical construction projects to ensure compliance with Operational Risk Management (ORM) principles.

Basic Requirements:

Degree:
Engineering.
To be acceptable, the program must:
(1) lead to a bachelors degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR B.
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by one of the following:
1.
Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.
g.
, State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2.
Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3.
Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A.
The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4.
Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.
g.
, engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelors degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.
g.
, in interdisciplinary positions.
