Relocation expenses reimbursed No Telework eligible Yes as determined by agency policy Duties Summary The candidate serves as the Director, Carrier, Driver and Vehicle Safety Standards with responsibility for providing national executive leadership for development.
Responsibilities This position is located in the Federal Motor Carrier Safety Administration (FMCSA), within the U.
S.
Department of Transportation.
The Director, Carrier, Driver and Vehicle Safety Standards :

Exercises executive direction over programs carried out by the Vehicle and Roadside Operations Division, the Driver and Carrier Operations Division and the Medical Programs Division.

Determines goals and develops plans for each of the subordinate organizations based on the policies and overall objectives established by the FMCSA Administrator and the Associate Administrator for Policy and Program Development.

Serves as a technical advisor to the Associate Administrator, the Chief Safety Officer, and Departmental officials on trends and developments in the motor carrier transportation field and on the impacts of Federal policy, rules, and standards on the industry and is held accountable for establishing strategic directions for assigned program areas, monitoring performance related to Agency goals, and providing advice on the most effective use of resources.
Considers a broad range of factors when making decisions or recommendations including industry relations, public relations, congressional relations, Administration policy stances, and impact on various FMCSA and other DOT organizations.

Provides leadership in setting Agency policy and strategic direction related to assigned program areas, advocating quality, technology delivery, appropriate legislative initiatives, innovation, outreach, and consultation.
Understands and communicates FMCSA policies, strategic directions, and priorities internally and externally and coordinates formulation and execution of intermodal policies with other responsible Departmental units as appropriate.

Deals with general personnel management policy matters affecting the organizations directed, with personnel actions affecting key employees, and other personnel actions which might have serious repercussions.
Provides leadership and direction in the implementation of programs in the furtherance of equal opportunity principles and Agency plans and objectives.

Represents the FMCSA on motor carrier safety matters in dealings with officials of other Federal agencies, State and local agencies, the motor carrier industry, and a variety of interested public and private groups.
Deals regularly with representatives of other agencies, other operating administrations of the Department, representatives of the motor carrier industry, and officials of State and local transportation and motor carrier safety agencies to resolve issues of concern; explains and promotes motor carrier safety, policy, and programs; and coordinates implementation of safety programs.

Speaks and acts for the Associate Administrator in accordance with established delegations of authority, and may represent and speak for the Federal Motor Carrier Safety Administrator in matters for which authority has been specifically delegated.

PROBATIONARY PERIOD:

TELEWORK:
This position is telework eligible; post COVID 19, the position will primarily be in Washington DC, and limited telework, approximately once a week.
Qualifications As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity.

Demonstrated experience leading a team of technical and policy subject matter experts in working with attorneys to develop Federal rulemaking documents in accordance with the Administrative Procedure Act, relevant Executive Orders, and the Office of Management and Budget guidance concerning Federal rulemakings.
2.
Demonstrated experience leading and directing staff in the review and evaluation of petitions for rulemaking, and applications for exemptions, from private sector organizations or State agencies, and providing recommendations on such matters to senior executives.
