Summary:
The Technician III, GIS provides assistance with multiple Geographic Information System (GIS) projects.
Responsible for data editing/maintenance, data interpretation and conversion from various sources, developing process documentation and metadata for geographic data sets and feature classes, creating new maps and exhibits as needed, extracting and compiling statistical information from data tables, and assisting other staff with using GIS software.
The incumbent independently plans and carries out assignments in conformance with accepted policies and practices; resolves commonly encountered work problems and deviations by exercising judgment in selecting appropriate instructions, policies, guidelines, or accepted practices; and brings controversial information and findings to the supervisor's attention for direction.
The supervisor reviews completed work for conformity with policy, the appropriateness of the incumbent's approach, technical soundness, and adherence to deadlines.
Essential Functions:
Updates and maintains GIS database including sewer/water mains and manholes, storm drain mains and manholes, parcels, streets, addresses, and other items.
Updates and maintains other databases including electronic media conversion of maps, drawings, legal documents, etc.
Heads up digitizing, attributing spatial and tabular data, customer/interdepartmental support including manipulation of raster and vector data, GIS map creation to meet required standards, graphic and design work utilizing ESRI's ArcGIS suite of software, Adobe and Autodesk products, and some application development.
Assists in planning, designing, developing documents and in analyzing basic spatial and relational databases.
Applies basic software to manage spatial and related tabular data.
Import of electronic filed data from survey and other sources into both AutoCAD and ArcGIS.
Reviews digital submittal of engineering plans by developers, contractors, and/or consultants for conformance with DC Water guidelines.
Prepares drawings for in-house capital improvements projects (CIP) using AutoCAD.
Prepares project plans, drawings, and documents for conversion into the Authority's document management system.
Assists in writing basic software routines to facilitate analysis.
Assists in analyzing image data using basic image processing software.
Assists in preparing technical research.
Creates basic user applications and interfaces using various programming languages.
Attends and presents GIS work at meetings, conferences, workshops.
Educates new GIS users.
Provides guidance and assistance to lower graded Technicians.
Performs other related duties and projects as assigned at the discretion of the immediate supervisor.

Internally, has authority-wide interface with all departments; externally acts as the key liaison to various District of Columbia emergency response agencies and organizations.
EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:
The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily.
Reasonable amounts of training are provided.
High School diploma or General Educational Development (GED) certificate and five (5) years of progressive experience related to GIS database development and maintenance.
An Associate's or Bachelor's degree in geography, engineering, computer science or other related field with three (3) years of related GIS experience is preferred.
Certification as a GIS Professional is preferred.
Thorough understanding of GIS concepts and principles using the ESRI ArcGIS v.

x/10 suite of products.
Knowledge of the elementary principles and practices of engineering design.
Ability to read and interpret standards and specifications.
Proficiency in reading engineering/as-built drawings.
Working knowledge of AutoCad databases.
Understanding of water and sewer utility systems, their functions, and how to delineate them in a GIS system.
Ability to communicate effectively both orally and in writing.
Knowledge of applicable software programs (i.
e.
Access, word processing, spreadsheets, e-mail, etc.
).
