Responsibilities You will manage project schedules and budgets; make recommendations to senior management on matters bearing on technical adequacy, deviations, alternate methods, procedures, planning, efficiency, and economy on assigned projects.
You will coordinate with other technical disciplines to insure that all technical areas are covered and that total building design objectives and schedules are met.
You will plan and participate in studies in his area of specialization to improve standards and criteria, to insure use of proper systems, materials and equipment.
You will develop or conduct development of complete working drawing and specifications for ?design bid build? projects and development of Request for Proposal (RFP) for ?design build? projects.
You will review and approve/ recommend approval of contractor payment invoices and initiates field changes to insure continuance of progress, acceptance of the facility, and obligation of the necessary funds.
You will be responsible for providing design support prior to construction award and provides the successful management of any and all post-award aspects of the construction portion for the projects assigned.
Requirements Conditions of Employment Qualifications This position has a selective placement factor for the GS-13 level that will be used to screen out ineligible candidates.

You must possess a CURRENT Registered Architect (RA) license/registration issued from the District of Columbia, Guam, Puerto Rico, or any State in the U.

) For the GS-13 position:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
1) Directing the preparation of highly complex multi-discipline projects, serving on A/E selection boards, and assisting acquisition personnel negotiating A/E contracts 2) Providing timely, professional architectural products, services and consultation for the planning design, construction and maintenance of facilities; 3) Performing technical management and oversight on execution of multi-disciplinary design projects; 4) Conducting development of complete working drawing and specifications for design bid build projects; and 5) Utilizing architectural design/analysis software to complete design drawings and specifications.
For the GS-12 position:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
1) Designing and constructing large and/or highly complex architectural buildings designs, construction drawings, and specifications for buildings; 2) Applying Design-Bid-Build, Design-Build methods to construction projects; 3) Managing the project (i.

scope, cost, plans specifications, reports, and design) compliance throughout the life of the project; and 4) Utilizing architectural design/analysis software to complete design drawings and specifications.

Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Applicants must possess:
Successful completion of a bachelor's or higher degree in architecture.
OR:
Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following:
structural technology, properties of materials and methods of construction, and environmental control systems.
OR:
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities.
Additional Information This position is covered by the Department of Defense Priority Placement Program.
