Supervisory Human Resources Specialist (Employee Relations )

Summary Serves as an agency expert and strategic partner providing technical advice and guidance, and making informed recommendations on critical agency employee relations issues and processes for a workforce of approximately 50,000 employees.
Develop employee relations policies and procedures to address employee relations issues and changes in case law, regulations, orders, etc.
Responsibilities Provides advice on a range of federal employee conduct and performance issues, including guidance on last-chance agreements, settlement agreements, and grievance resolutions in the interest of the agency and the employee.
Writes adverse actions and disciplinary actions for high-level managers, sometimes in partnership with General Counsel.
Determines education needs of FAA managers and employee relations specialists and develops and facilitates training programs for addressing those needs.
Meets with managers throughout FAA to determine if their employee relations needs are being met.
Identify areas for improvement and put into place program refinements to improve the effectiveness of programs.
Administers the FAA's progressive discipline program to include coaching and counseling for managers on misconduct issues and explains the regulations and requirements concerning disciplinary and adverse actions as well as the ramifications of taking action.
Provides leadership in the effective implementation of collaborative internal networks within FAA including, but not limited to, AGC, Aviation Medicine, other Human Resource divisions, and Civil Rights.
Maintains strong working relationships with external parties to keep abreast of emerging federal practices, decisions, trends, laws, and regulations in the employee relations disciplines.
Works with the Department of Transportation, Employee Assistance Program, and the Medical Division to address issues that arise related to security- and safety-sensitive testing designated positions, including off-duty substance misconduct as well as positive drug/alcohol tests on duty.
Provides leave administration guidance to the lines of business and staff offices including Family Medical Leave, AWOL, USERRA, advance sick leave, court leave, etc.
Serves as a member of the COOP Team (continuing operations in an emergency) providing guidance on employee relations and leave issues.

Qualifications To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level.
This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
Specialized Experience -Employee relations experience with significant consulting experience on ER issues.
-Extensive knowledge of federal regulations and employment laws.
You should include relevant examples of the specialized experience in your work history.
