The Associate Chief Counsel (Finance & Management) (F&M) supports the administrative, financial, and managerial programs of the Office of Chief Counsel, and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide.
F&M also has field responsibility for all administrative functions and personnel across the country.
If you are an experienced innovator, the Training and Communications Branch Chief position will provide you a rare and exciting opportunity to immediately impact the IRS Office of Chief Counsel.
You will lead a consistently high-performing group of experienced specialists and will have the opportunity to collaborate with a supportive executive team currently exploring options for reconfiguring and modernizing the design and delivery of established litigation, technical, support staff, and management curricula.
You will be able to use unusual latitude and flexibility to make your mark in a flagship organization as you guide and own progressive changes to an already solid training function.
As a Supervisory Human Resource Specialist (HRD), you will:
Supervise and assign work to a staff that coordinate with professionals in the National and field offices, outside consultants, and training vendors, to develop and conduct courses employing a range of delivery methods including classroom, blended learning, on-line virtual, teleconferencing, streaming video, or other video-basedinstruction; Coordinate with technological resources staff to test and ensure access and delivery of scheduled training; Serve as a consultant to management and subject matter experts throughout the Office of Chief Counsel on matters relating to the development of training competencies for highly technical legal courses, alignment of training with the mission of the organization and/or individual business units, adult learning theory, return on investment techniques for training, course evaluation, and the development and execution of just-in-time training; Develop robust future organization-wide training plans including alternatives, solutions, and a variety of methodologies, presenting recommendations and alternatives orally and in writing to executive level personnel; and Develop course justification and cost data, and submits individual course applications for approval.

Experience:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience is defined as:
Developing training programs involving technologically advanced methods of presentation; AND Planning and organizing the work of a training unit; AND communicating orally and in writing with top officials to encourage innovation and explain complex procedures.
Desirable, but not required is expertise with audio-visual equipment.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify.
For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.
