DutiesThis position is located at Alcohol and Tobacco Tax and Trade Bureau,Assistant Administrator-Management CFO/Training and Professional Development Division, as a Training Program Manager.
As a Human Resources Specialist (Human Resource Development), you will:
Design and conduct comprehensive training and career development studies characterized by boundaries that are extremely broad and difficult to determine in advance.
Identify and propose solutions to Human Resource Development (HRD) problems and issues that arecharacterized by their breadth, importance, and severity and for which previous studies and establishedtechniques are frequently inadequate.
Collaborate with and/or lead management in employing change process concepts and techniques byassessing organizational readiness for change, marketing organizational awareness, and leading changeinitiatives.
Requirements Conditions of EmploymentThe experience may have been gained in either the public, private sector or volunteer service.

Experience:
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized Experience for this position includes:
- Serve as an advisor providing technical advice, guidance, and recommendations to management and other key officials on training and developmental design; AND- Experience utilizing adult learning principles to develop, implement, and evaluate learning and development training courses; AND- Serve as a technical advisor for training models such as ADDIE or Kirkpatrick; AND- Experience as an Administrator of a Learning Management System.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13level for 52 weeks.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster.
