In this regard the selectee:
Advises employees about basic personnel matters, and conducts research and provides technical answers to inquiries from employees and officials about their pay, benefits, or other personnel/payroll consideration.
This may require examining any of the myriad, interrelated records in the Federal Personnel Payroll System (FPPS), the electronic system owned by the Department of the Interior and used under contract by FTC, and/or contacting FPPS program managers in Denver to identify problems and coordinate resolution of issues.
Coordinating with other staff as necessary, the selectee also:
Determines employee benefits entitlements and options, and counsels employees accordingly; resolves problems and discrepancies in employee records; Evaluates and makes recommendations regarding personnel-related actions; reviews, codes, and processes personnel requests/forms relevant to the assignment; Reviews, monitors, and processes personnel actions through FPPS; Resolves difficult personnel and pay problems and provide advice and assistance employees and to specialists; Establishes, maintains, and purges, as appropriate, Official Personnel Files, Employee Performance Files, and office subject files; Coordinates with other agency offices as necessary to accomplish employee in-and out-processing; Coordinates with other agencies as necessary to locate, acquire, and transfer OPFs and EPFs, and to review and consolidate information and take appropriate action (such as re-computing Service Computation Dates); Provides clerical and technical support in recruitments; Recommends new or improved procedures to facilitate office efficiency, prepare periodic or special reports, and perform a variety of other duties as assigned.

Qualifications To qualify for a Human Resources Assistant, you must meet the following requirements:
To qualify at the GS-6 level:
applicants must have one (1) year of Specialized experience, which was equivalent to at least GS-5 level, that demonstrates the ability to:
while under general significant supervision apply, a comprehensive body of HR rules, procedures, and technical methods to carry out limited projects and analyze a variety of routine facts; research minor complaints or problems that are not readily understood; summarize HR facts and issues; perform a wide variety of interrelated and/or non-standard HR support work; plan, coordinate, develop facts and/or resolve support problems recruitment and placement HR specialties; use personal computers with office applications to perform operations or to prepare complex documents containing tables or graphs and use online HR resources to obtain information accessible over the Internet.
To qualify at the GS-7 level:
applicants must have one (1) year of Specialized experience, which was equivalent to at least GS-6 level, that demonstrates the ability to:
perform a variety of human resources support work related to staffing, recruitment, position classification, and employee benefits; maintaining administrative files; determining employee benefits entitlements; responding to telephone and personal inquiries regarding merit promotion and delegated examining procedures; processing actions in the competitive and excepted service; providing advice to employees regarding automated HR systems and other HR related issues; reviewing and correcting actions in an automated system; advising management on action history and steps required to correct actions; evaluating and making recommendations regarding personnel related actions; conducting new employee orientation; and assisting in the preparation or routine responses and providing advice to the general public.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.
g.
, Peace Corps, AmeriCorps) and other organizations (e.
g.
, professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
