The DEU Certified Staffing Specialist will provide a full range of recruiting and staffing support through the federal hiring process to our USDA customer.
The work of this role will be performed remotely.
Duties:
Acknowledging recruitment requests received and consult with your HR staff, hiring manager, and/or subject matter expert(s) regarding best recruitment method and position requirements.
Updating or developing current job analysis information to develop online assessment questionnaires to be used for candidate screening and rating and in conjunction with additional assessments.
Writing clear, informative streamlined job opportunity announcements (JOAs) that are 5 pages or less as referenced by Hiring Reform.
Providing draft assessment questionnaires for the position and JOAs for confirmation and approval by HROD staff, hiring managers, and/or subject matter expert(s) prior to use.
Posting approved JOAs into USA Staffing.
Processing all applications received through the USA Staffing Recruiting system.
Verify minimum qualification requirements for all candidates referred for consideration.
Minimum qualifications will be determined by closely reviewing the candidates' supporting documentation (i.
e.
, resumes and/or transcripts) and verifying that they possess the minimum level of education and/or experience.
Reviewing documentation and adjudicate veterans' preference prior to assignment of preference on the final referral list.
Verify candidates' claims of eligibility under the Career Transition Assistance Plan (CTAP) and the Interagency Career Transition Assistance Plan (ICTAP).
Performing quality reviews of all candidates to be referred, to ensure their final ratings accurately reflect their possession of the critical competencies for the specific position and adjust ratings where appropriate to ensure high-quality referral lists.
Issuing competitive, merit promotion, excepted service, and/or noncompetitive certificates/referral lists electronically in accordance with merit system principles and delegated examining procedures.
These lists may include non-traditional certificates such as direct hire authority referrals, where applicable.
Providing written notification to all applicants at the key touch points in the application process (application received, application assessed for qualifications, and applicant referred or not referred) and answer applicant inquiries about the application procedures.
Answering applicant written correspondence and rating appeals related to the staffing services provided Auditing returned certificates and send disposition notices to non-selected candidates Responding to regular inquiries from DA/Staff Office stakeholders regarding staffing actions Providing weekly status reports of all recruit/staffing actions to include key metrics related to the OPM 80 day Hiring Reform Model Adhering to OPM Requirements on Hiring Reform and other OPM, Department, and Agency mandates Ensuring candidates selected for special emphasis hiring programs meet all legal requirements for the programs.
Other related duties and assigned Requirements:
Verified federal government expertise in functional HR Ability to use relevant programs, processes and procedures Expert knowledge of an extensive body of rules, procedures, and or operations to perform a wide variety of interrelated or non-standard procedural tasks pertaining to Federal Processing, Pay and Leave functions.
Have operating knowledge of the Human Resources Personnel System such as PeopleSoft EmpowHR, National Finance Center (NFC), and EPIC.
Experience using USAStaffing Active DEU Certification (Must be current) Ability to obtain and maintain a Public Trust Clearance.
Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
