Regional Maintenance Supervisor

Description SUMMARYThe Regional Maintenance Supervisor is responsible for coordinating the activities of regionally based.
maintenance personnel including skilled craft men such as carpenters, plumbers, plasterers, etc.
, and non-skilled trades such as laborers.
All activities must support the District of Columbia Housing Authority's strategic goals and objectives and produce results that accomplish the goals of the Office of Property Management Operations.
Essential Duties and Responsibilities As Regional Maintenance Supervisor, incumbent implements portions of the Preventive Maintenance Program; performs routine and emergency repairs to properties within the Region; oversees Regional maintenance staff's effort to reduce vacancy turnaround time; works closely with property managers and site-based staff to ensure prompt delivery of services to tenants; Assumes the supervisory duties over a staff of skilled and unskilled trade and maintenance workers; must oversee materials availability; recommends/processes personnel actions for hiring and disciplining employees; trains assigned staff; keeps financial accountabilities for all materials, tools, and equipment; processes documents for the automated work order system; and coordinates special projects such as snow removal and responses to fire damaged units; Develops and monitors the budget for his/her area of responsibility; recommends budget modifications to supervisor to satisfy changing program requirements and staff adjustments.
Ensures that operating procedures for all Regional Maintenance activities are completely documented and that documented procedures are updated and revised as necessary; provides overall guidance, interpretation of policies and other guidelines; determines operating problems and develops recommendations for solutions and approaches; Monitors and evaluates routine operations and special activities for efficiency, effectiveness and compliance with policies and procedures; analyzes existing work methods and management techniques employed to determine if they provide maximum efficiency and effectiveness and revises as necessary.
Plans routine operations, special projects, and new and improved activities; reviews and approves work plans; and confers with subordinates to develop properly structured activities with clearly delineated tasks, responsibilities, reporting requirements and timeframes; Develops quantitative and qualitative measures for evaluating the performance of each subordinate employee and the performance of Regional Maintenance; develops and implements procedures for the routine collection of information for these measures; Supervises and effectively utilizes Regional maintenance staff.
This includes the following:
assignment and review of work; utilization of personnel to accomplish work objectives and to develop increased capabilities of employees; rating employee performance in accordance with established standards; recommending personnel actions; interviewing and selecting new employees; approving and disapproving leave; investigating complaints and resolving differences between employees; providing for training; and giving such guidance as needed to assure the expeditious accomplishment of work and development and maintenance of competent staff; Performs other related duties as assigned Minimum Requirements QualificationsTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Ability to supervise a diverse workforce of skilled workers in mechanical trade occupations specifically, overseeing operations, maintenance and repair of mechanical, plumbing, utility, and building maintenances.
Job Competencies Comprehensive knowledge of programs, policies and procedures of the U.
S.
Department of Housing and Urban Development (HUD) as well as applicable Federal and District laws and regulations as they relate to public housing property management Mastery knowledge of policies, procedures, goals, objectives, operational entities, requirements and activities as they apply to the assigned area of responsibility in the DCHA Advanced leadership, management and communication skills Practical knowledge of trades, or manual labor operations Excellent oral and written presentation skills Education and/or ExperienceBachelor's degree from an accredited college or university and at least (5) five years' experience in public housing, affordable housing, and/or real estate redevelopment environment and at least 1 year of supervisory/management experience; or other equivalent combination of education and experience Incumbent must possess a valid driver's license and be insurable in accordance with the Authority's Fleet Management Policy and Procedures ManualThe incumbent is subject to hold-over or recall, and work times can be anytime including evenings, weekends and holidays.
Therefore, it is expected that the incumbent carry or be within hearing distance of an Authority-issued cell phone at all times.
