Description SAIC has a position available for motivated and experienced individual to work as an Operational Research Analyst, assisting the Department of Homeland Security's Science and Technology's support to Customs and Border Protection's (CBP) Innovation Team (INVNT)Qualified candidates must be able to conduct provides Portfolio Management support for fast paced developmental projectsThis includes conducting systems engineering activities, administrative and programmatic support functions, define concept of operations (CONOPS), identify requirements, develop test plans, and provide technical evaluations of operational demonstrationsTrack and report program performance against identified benchmarks, goals, and/or requirementsAssist with evaluation design, logistics, stakeholder management, execution, requirements development, observation reporting, and result of value analysis for deployed capabilities engineering and integration analysis on commercially and CBP developed capabilities; In addition, the individual will assist in coordinating, compiling, and documenting user/operator feedback on identified technology solutions using industry standard methodologies and applicable IT applications; and, assisting in coordinating with other CBP offices, partnering agencies, and/or organizations in efforts to develop INVNT processes that improve overall efficiencyAdditional
Responsibilities:
o Create and track program schedules, report against applicable milestones.
o Track and report program performance against identified benchmarks, goals, and/or requirements.
o Conduct asset tracking and accountability using appropriate CBP systems (CBP will provide training for, and access to, said systems).
o Assist in coordinating, compiling, and documenting user feedback on identified technology solutions using industry standard methodologies and applicable IT applications.
o Assist in developing test plans and test reports used to assess the efficacy of deployed technologies.
o Prepare programmatic documentation including, but not limited to Privacy Threshold Assessments, Privacy Impact Assessments, project plans, briefings, white papers, and project transition documents.
o Coordinate with a broad spectrum of geographically dispersed stakeholders, in person and virtually, to achieve programmatic goalsExamples include industry, CBP personnel, representatives from other government agencies, academia, and other strategic partners.
o Draft and/or provide input to speeches, talking points, briefings for formal speaking engagements such as forums, trade shows, conferences, and other similar events where senior INVNT and/or CBP personnel are representing the agency.
o Draft and coordinate responses to time sensitive internal and external inquiries regarding INVNT portfolio, such as individual program status, budget, and/or missionQualifications Required Qualifications:
o Bachelors Degree plus 2 years relevant experience, Masters plus 0 years relevant experience.
o At minimum, must possess a Secret Clearance with the ability to obtain Top Secret/SCI.
o Must be able to obtain CBP Suitability public trust.
o Due to clearance, U.
