Congressional Public Affairs Analyst with Security Clearance

Strategic Insight is actively seeking a Congressional/Public Affairs Analyst to support our DoD client with legislative affairs for acquisition and program management support to the client at a site, telework is also an option (after training).
Overall contract provides client support in admin, research, policy, strategic comms, congressional, and budget to the Program Executive Office for Integrated Warfare Systems (PEO IWS).
Mandatory Requirement:
Applicants selected for this position may be subject to a Government Security Investigation and must meet eligibility for access to classified information at the Secret clearance level.

Responsibilities include but are not limited to:
Supporting the Congressional Liaison and Legislative Affairs and Public Affairs functions for the PEO, as coordinated with NAVSEA, OPNAV, ASN, FMB and Congressional staff, Performing administrative duties, including the coordination and consolidation of inputs for responses to address congressional inquiries, issues and concerns, and technical reviews for public release, Providing recommendations, in addition to coordinating and consolidating information, for responses to congressional, DoD, other government agencies, or industry inquiries, As requested by the government, research current legislative policy/procedures and provide historical data for PEO IWS programs, platforms, and combat systems, Tracking weekly congressional documentation and periodicals, providing daily updates to the Public Affairs Office (PAO), and assisting with the development of annual congressional briefing reviews, Tracking and disseminating all congressional activity related to the PEO IWS portfolio, Maintaining documentation where PEO IWS and its contractors do business in Congressional and Senatorial districts, including specific interest charts (e.
g.
, cyber, clean energy) that associate PEO IWS's investments to develop strategic communication strategies, Supporting development of strategic communication strategies PEO IWS can shape PEO IWS interests better in cooperation with the Office of Legislative Affairs and other organizations, Supporting the development of program quad charts and congressional language reports, Supporting the preparation of information and responses to audits by the Government Accountability Office (GAO) and other auditing organizations.
Support the preparation of Congressional testimony.
Providing an inquiry and response tracking capability to prepare briefings consistent with historical inputs, Developing and managing SharePoint pages in coordination with a development team Tracking congressional taskers as assigned by client, verifying responses to the taskers are drafted clearly and concisely, and identifying any discrepancies for Program Office review and resolution, Developing and editing draft written materials (e.
g.
, PowerPoint briefs, speeches, letters) intended for dissemination to the Congress or public, Reviewing and analyzing news stories, congressional reports, and legislation to provide updates, synopses, and impacts to client, Supporting the Public Affairs team in advising the PEO IWS senior leaders in congressional affairs, Preparing responses and briefing documents to Requests for Information (RFIs), Questions for the Record (QFRs), and Reports to Congress, Analyzing and consolidating pending authorizations and appropriations, reporting requirements, and legislative language by producing and distributing a congressional budget matrix and a legislative language report, Coordinating annual budget briefs for multiple acquisition program offices to defend the funding request in the President's Budget, Tracking budget appeals to be submitted to congressional committees to reverse proposed budget cuts, Assembling summaries, briefs, and transcripts for relevant congressional defense committee hearings and markups, and Drafting and submitting monthly contractual data reports.
Success for working in this position requires:
MS Microsoft skills are essential, especially SharePoint, Teams, Excel, and PowerPoint, The ability to work both in a team environment and independently, and often under short, multiple deadlines, Familiarity with DoD, Navy, and Congressional budget processes, Experience with Navy tasking systems including TMT/ETMS2, and Knowledge of data analysis and visualization tools.
Education and
Experience:
Bachelor's degreefrom an accredited university (preferred:
Bachelor's degree in communications / journalism), 13 years of professional experience in Journalism, Public Relations, or other related Public Affairs Office position (preferred:
15
years), Congressional Liaison and Legislative Affairs and Public Affairs experience, Experience preparing and conducting annual congressional reviews, Experience preparing responses to Congressional, DOD, other Government agency, media, or industry inquiries, Experience preparingresponses to audits by the Government Accountability Office (GAO) and other auditing organizations, Experience preparing congressional testimony, Experience in the Navy and specifically within the DON acquisition community (preferred), Experience dealing with either the U.
S.
House of Representatives or the U.
S.
Senate or both (preferred), Experience in the DoD/DON public affairs area (preferred), and Knowledge of DoD policies and procedures (referred).
