Position
Summary:
Join our existing team of Budget Analysts who are responsible for verifying and authenticating financial data for management of Federal program funds.
Analyzing current and past budgets.
Creating Procurement Requests and Modifications.
Reconciling allotments, commitments, and obligations by USSGL accounts.
This is a HYBRID position with 2 days per week on-site in SE Washington, D.
C.
after the first month of on-site work for training.
United States Citizenship or Permanent Residence () is required due to government contract requirements.
We are seeking W2 candidates (salary
benefits package) who are local to the Washington, D.
C.
metro area.

Responsibilities:
Execute day-to-day maintenance and related operations for the classification and recording of financial and budgetary transactions for a multi-million-dollar Federal research program in the Office of Planning, Environment, and Realty.
Track and reconcile financial commitments, obligations, de-obligations, and expenditures for IIJA/BIL HRD and TIDP Funds.
Prepare financial reports to perform weekly and monthly budget reconciliation for program offices using DELPHI system.
Generate and track Procurement Requests (PRs) in PRISM to execute contracts, cooperative agreements, intra/interagency agreements, and purchase orders.
Monitor and update excel financial tracking spreadsheets and Financial Management System (FMS) to report on expenditures and balances to decision-making federal government leadership officials.
Utilize Fiscal Management Information System (FMIS) to pull M58A, W10A and D01A reports to check unobligated balances and follow up with FHWA Division Offices, State DOT's and the FMIS team.
Coordinate and participate in monthly meetings with the Research Program Coordinators to report and discuss current budget balances and budget needs for their research programs.
Upload and update research projects into Drupal Web Research and Database System.
Provide oversight and guidance on financial and contractual inquiries to leadership staff, research program coordinators and Program Analysts.
Assist with the resolution of funding and contract invoicing discrepancies with the Chief Financial Officer, Office of Acquisitions and Grants Management and the Enterprise Service Center.
Maintain Standard Operating Procedures (SOPs) for FMIS De-Allocation Memos, FMS, PRISM Requisitions and FHWA Research Database System to ensure the HEP office has an internal control system of policies and procedures that provide reasonable assurances that the office is operating efficiently, effectively and within the requirements of FIRE and regulations.
Required:
ship or US Permanent Residence () with ability to obtain and maintain a Public Trust clearance.
A minimum of three (3) years of Federal financial analysis experience using tools such as:
PRISM, Financial Management System (FMS), DELPHI, Financial Management Information System (FMIS), E2 Solutions for Travel, SplashBI, OMB AX.
Strong understanding of the U.
S.
Government Standard General Ledger (USSGL), appropriation law, and budget accounting.
Bachelor's degree in accounting or a finance-related major is a plus.
Ability to update and maintain automated tracking financial systems.
Fluency in Microsoft Office/O365 applications including Word, Excel, PowerPoint Outlook, Teams, SharePoint, and Adobe Acrobat.
Excellent customer service, planning, organizational, problem solving and time management skills.
Ability to be flexible in adapting to deadlines, new requirements, improvements and changing priorities.
Deliverables:
Reconciling program funds between Delphi, FMIS, FMS and PRISM systems.
Providing with the reconciled budget summary reports for program funds by each Program Office.
Weekly updating of data into the Financial Management System (FMS) Report data on contracts and funds management of the life of a contract from a programmatic perspective Presentation quality reports and maintaining backup procedures and processes.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
