Roles and
Responsibilities:
o Provide MANPADS threat reduction expertise and interagency coordination consistent with USG national security priorities.
o Maintain MANPADS technical arrangements and funding levels for up to 10 priority countries.
o Ensure effective facilitation and coordination across USG MANPADS threat reduction programs.
o Be responsive to global MANPADS requirements as assigned by the MTF Director.
o Other related duties as assignedWork Location:
The incumbent shall perform all duties at PM/WRA's offices at 2025 E Street NW, Suite NE2020, Washington, DCSome (up to six weeks per year) OCONUS and CONUS travel will be required on an as-needed basisThis position is designated as situational telework-eligibleWork Schedule:
This is a FULL-TIME positionThe incumbent shall adhere to a normal U.
Sgovernment work schedule, including all Federal holidays and operating status changes declared by the Office of Personnel ManagementOversight and Limitations:
The incumbent shall report to the PM/WRA MTF Director while serving as a technical expert and addressing the global requirements of the broader USG Interagency MTFThe incumbent shall mainly provide MANPADS program and interagency coordination expertise and will have no policymaking or decision-making authorityThe incumbent shall identify himself/herself as a contractor in all written communications and meetings and will in no case claim to be acting as a Federal officialRequired Knowledge, Skills, and Abilities:
1Must be able to hold a SECRET security clearance with the ability to obtain up to a TOP SECRET with SCI clearance2Ability to apply rigorous analytical approaches to data that is often vague or incomplete3Excellent communications skills are essential - the work will require frequent conversations with remote parties via phone, e-mail, etc4Ability to maintain the highest quality of work - as demonstrated through analysis, written reports, and other documents - articulating project direction, establishing guidelines, and utilizing formal evaluation methodologies and standards5Demonstrated ability and experience in writing recommendations, policies, and guidance for senior managers6Demonstrated ability and experience in briefing senior managers on results of program evaluations, performance measurement activities, and/or other research initiatives7Experience in Federal assistance and acquisition programs8Experience in military/diplomatic circles is a plus9Demonstrated ability and experience conducting outreach and establishing intra-governmental and institutional linkages10Experience and knowledge of CWD programs, specifically small arms/light weapons and MANPADS.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
