Combat System Integration Engineer with Security Clearance

Deliver Technical expertise and support services to PMS 525 Technical Director in the execution of ship acquisition program in the area of U.
S.
Naval Combat System.
Provide Combat System systems integration and engineering support to for a Foreign Military Sales (FMS) case to recommend process improvements to achieve efficiencies and cost savings to ensure support provided meets or exceeds all work performance objectives and standards.
o Provide combat systems integration and engineering support to a NAVSEA Foreign Military Sales (FMS) new ship acquisition program office.
o Assist engineering, technical, and change management team with processes associated with CS CDRL reviews and comment resolution/submission to ensure compliance with contract requirements.
o Liaison with CS Cert and Safety leads to develop and finalize program plans for PMS 525 signature.
o Liaison with vendor/industry and PMS 525 SW CM POCs and contractors to develop and document the Mission System Software baseline management process.
o Work closely with TECH REP and LCS DD team to close the gap with certification and safety OQE from the LCS efforts.
o Coordinate MMSC CS sustainment efforts between PMS 525/525T and PMS 326.
o Transition to waterfront liaison role and oversee change management activity once ships are under PDT&T.
o Perform technical investigations on issues identified during engineering activities which include design, development, integration, installation, test & evaluation, qualification, and certification of surface combatant Combat System components and variants o Support the program by performing documentation reviews to include design documents, engineering change proposals, trouble reports, Test and Evaluation (T&E) documents, and analysis of test data.
o Support planning and conduct for System Installation, Checkout, and Test to include review of installation related Technical Data Packages (TDPs) Installation Control Drawings (ICDs), and Ship Installation Drawings (SIDs).
o Provide System Design Certification and Acceptance Testing support.
o Recommend process improvements with specification and procedural boundaries to achieve efficiencies and cost savings.
o Interface with government technical project managers to ensure support provided meets or exceeds all work performance objectives and standards.
o Support the program in performing all assigned technical and program duties while working closely with all combat systems stakeholders.
o Represent the client with internal and external program office stakeholders, to include Participating Acquisition Resource Managers (PARM) for all Combat Systems related programs.
o Coordinate and monitor acquisition activities within the program office and work independently to provide analysis of program impacts.
o Ensure version control processes, policies, and procedures are followed with detailed internal and external communications.
Basic
Qualifications:
o 10
years of professional experience in naval combat systems integration and engineering o Demonstrated experience in integrating, upgrading, installing, commissioning, testing, managing, and supporting US or foreign naval combat systems including all shipboard sensors and weapons systems o Experience supporting the design, development, and review of systems engineering design artifacts, including Concepts of Operations (CONOPs), requirements analysis, interface design, system architecture development o Experience in operator and maintainer competency levels to support surface naval combatant combat systems integration, operation, maintenance, and life cycle supportability o Knowledge of the DoD acquisition process, including regulations, directives, and statutes, the Navy's application of the DoD acquisition process, such as contracting and sea trials, and key naval ship acquisition roles and organizations o Knowledge of supporting all stages of the combat systems life cycle including definition, development, test and evaluation, acquisition, installation, operations and sustainment, maintenance, logistic support, in-service engineering, and disposal o Ability to communicate program requirements and expectations with multiple stakeholders, including organizing large stakeholder meetings / conferences o Proficiency in Microsoft Office applications, including Word, Excel, Project, and Power Point.
o Good interpersonal skills with the ability to work effectively both individually and in a team environment o Experience with providing products and services for DoD, Navy or Marine Corps, and Foreign Military Sales (FMS) o Ability to travel domestically and internationally for periods up to three weeks or 25% of the time o BA/BS degree, or at least 20 years of directly related experience o Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required Preferred
Qualifications:
o Prior experience in Naval Ship Combat System engineering design, integration, ship modification, construction and Pre-Commissioning Unit preferred o Prior experience with US Navy surface combat systems, to include COMBATSS-21, TRS-4D radar, Vertical Launch System (VLS), Harpoon, SeaRAM, main gun and fire control (76- and 57-mm guns), and Electronic Warfare systems preferred o Prior experience with US Navy platforms, surface and air-launched weapon, C4I, Sensor, and Electronic Warfare systems preferred o Prior experience with Foreign Military Sales (FMS) acquisition programs and compatibility of U.
S.
Navy Combat Systems with foreign naval systems preferred o Certification - Project Management Professional (PMP) preferred o Prior experience in a U.
S.
