A/OPE Management Analyst CoS Roles and Responsibilities SUMMARY of POSITION REQUIREMENTS - Provides recruitment, staffing, position management and career development support to Chief of Staff (CoS) and staffing team in the Bureau of Administration, Office of the Procurement Executive (A/OPE).
This includes planning and evaluation of initiatives on the efficiency and effectiveness of A/OPE administrative operations; review of the effectiveness of management policies, programs, and functions, and provides oversight of all HR related functions, to include liaison with A/EX/HRD and GTM staff, organizational review and analysis, position management, reorganizations, FAIR Act, etc.
In addition, the incumbent provides expertise on a broad range of workforce planning and management support and related analytical and advisory services, collaborating with A/OPE staff to perform workforce.
Advising CoS and staffing team on policies and procedures of the Department on human resources, conducting meetings or briefings on these topics, and liaising with the A/EX/HRD.
Creates and maintains accurate staffing position information in the A/OPE Staffing Tracker, works with CoS and staffing team in the development of staffing patterns for that reflects A Bureau strategic priority, assists in the drafting of position descriptions, defines appropriate grade and skill code, and develops criteria/questions that will be used to determine candidates' qualifications.
Develops vacancy announcements and advertises positions through appropriate means, such as USAJobs and Agility at State, and by submitting vacancy announcements through other recruitment mechanisms.
Assist with staffing and classification requests as well as communicating with Human Resources staff in A/EX/HRD to ensure requests meet organizational requirements (including FTE allocations, budget requirements and hiring priorities), and to provide information and reports clarifying and/or negotiating Bureau human resources requirements in light of the DOS mission, objectives and hiring goals.
Works continuously with A/OPE CoS, staffing team, and managers to ensure consistency with USG/DOS regulations and policies, the appropriate use of human resources, design organizational structures, implement new human capital initiatives, improve career development opportunities, avoid job dilution and overlap, and contribute to job enrichment opportunities.
Regularly communicates and assists the CoS and staffing team in human resources related matters.
DUTIES - 1.
The contractor provides recruitment, staffing, position management, career development, and liaison support to A/OPE CoS and staffing team.

The contractor regularly communicates with A/OPE CoS, staffing team, employees, senior managers, and A/EX/HRD staff.

The contractor engages with A/OPE CoS, staffing team, and hiring managers regularly to aide in filling critical vacancies.

The contractor is responsible for completing various administrative actions/functions concerning staffing and personnel actions (e.
g.
, on-boarding, qualifications review, promotion nomination, reassignment, lateral transfers, etc.
).

The contractor engages with A/OPE CoS, staffing team, senior management in providing accurate and updated information on positions and policy.

Performs additional studies, analyses, special projects, and other assignments at the request of the A/OPE CoS and staffing team.
QUALIFICATIONS - 10
years of dedicated experience related to federal government regulations and Department of State training policies and processes.
