Records and Information Management Specialist with Security Clearance

Dutieso Serves as the Records Management Program Manager responsible for the oversight of all activities in the Records Management Program and its sub-programs.
o Develops and maintains effective working relationships, especially in difficult situations of conflicting priorities with stakeholders who hold strong opposing positions.
o Develops policies, guidelines, and standards for the planning, development, integration, implementation and evaluation of records management programs to meet the overall needs of United States Army Corps of Engineers (USACE).
o Provides oversight to operations articulating and communicating projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
o Leads the transformation of agency printing and publication, library, privacy and records management processes to address the challenges posed by electronic forms conversion, enterprise technical collection and cataloging.
o Facilitates an ongoing technology insertion program by maintaining a current knowledge base of emerging IT technical developments.
o As part of an overall Quality Management System, is responsible for quality assurance.
o Provides expert evaluation of the requirements, analyzes alternatives, and recommends technical solutions relating to the complete life cycle for information systems and information systems componentsRequirements Conditions of Employmento Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Experience:
One year of specialized experience which includes:
1) serving as technical expert and program manager in administering, planning, implementing and executing the organization's records and information management program and information systems; 2) developing records management and information policies, guidelines, standards, laws, regulations and procedures; 3) performing authoritative analysis, decisions and recommendations to improve the overall efficiency and effectiveness of the records and information management program; 4) managing the electronic records/document management programs to ensure that records are in compliance; and 5) articulating to senior leadership or officials on records management program and information management/information technology disciplinesThis definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service(GS-13)You will be evaluated on the basis of your level of competency in the following areas:
