Overview Nakupuna Consulting is seeking a Mid Earned Value Management Analyst to join our team of talented consultants providing professional services to NAVSEA PMS-317, who oversees a portfolio of weapon systems and capabilities within PEO ShipsThis individual will play a crucial role in influencing the decisions PMS-317 will make by analyzing the performance to-date and creating projections to ensure budget, schedule, etcare aligned with the likelihood of itsThis role requires a strong analytical mindset, attention to detail, and the ability to collaborate with cross-functional teamsResponsibilities The following reflects management's definition of essential functions for this job but does not restrict the tasks that may be assignedManagement may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons.
o Provide support for various internal and external reports, relying heavily on contract analysis procedures, to include the Defense Acquisition Executive Summary (DAES) and Selected Acquisition Report (SAR), Quarterly Acquisition Review (QAR) issues letter preparation, performance metrics reports, and the Contractor's estimate to complete (various contracts)Inputs should employ production analysis, cost/schedule variance analysis, Contractor overhead trend projection analysis, and Contract Performance Report (CPR) analysis of variance explanationso Develop, maintain, and update various cost models to support program acquisition reporting requirements for construction contracts, including:
quarterly DAES, monthly Research, Development, and Acquisition Information System (RDAIS), Quarterly Program Review's (QPR), 10 day letters, monthly status report, the annual or quarterly SAR, and Contractor Performance Assessment Ratings (CPAR).
o Evaluate and analyze Shipbuilder financial submissions to identify areas of concernAt a minimum, evaluations include production analyses, cost and schedule variance analyses, analyses of variance explanations, Shipbuilder overhead trend projection analyses, progress payments analyses, and Cost Performance Reports (CPR) analyses.
o Support government efforts to prepare solicitations, review Technical Advisory Reports (TAR), Statement of Works (SOW), complex reports and analyzing cost variance.
o Monitor and report changes in processes or methods to calculate effects on overall costso Review and provide input on proposals to support future business planning.
o Develop, maintain tracking and reconcile all funding obligated on shipbuilding contractsAt a minimum, the data maintained should include total funding placed on contract through contract modification or Delivery Order, status of funding by Contract Line Item Number (CLIN), Sub-Line Item Number (SLIN), and Accounting Classification Reference Number (ACRN), status of invoices, status of withholds, funds expiration dates, periods of contractual performance, and contract ceilings.
o Track and analyze all engineering services performed on PMS 317 contracts to include all funding placed on tasks, funding utilized and unallocated funding.
o Monitor and track closeout status of inactive contracts by analyzing contract outstanding obligations, coordinating with the COR and vendors relative to outstanding issues, and assist in preparing closeout funding documentso Provide quality control analysis and verification of execution data that is integrated into the contract management information system to include contract discrepancy corrections.
o Analyze and assess Contractor-submitted reports, contract performance baselines, and Estimates at Completion (EACs).
o Support government efforts to monitor, assess, analyze and report on prime and vendor performance of ship construction contractso Assess program cost status, shipbuilder progress, and spend plans.

Experience:
This position requires a bachelor's degree from an accredited institution in business, economics, or mathematicsProfessional experience in analysis support related to Earned Value Management of shipbuilder contracts.

Must be a US Citizen with the ability to obtain a government-issued CAC and possess a Secret clearance.
