We are seeking an Acquisition Management Analyst to join our teamWorking at VRI means you are part of a talented, SME driven company dedicated to solving and supporting challenges in the Federal sectorWe are seeking talented individuals to support the Naval Reactors Headquarters (NRHQ) with acquisition and financial management supportWork is primarily located at NRHQ, Washington Navy Yard, Washington, DCPersonnel may be authorized up to 100% telework, based on the needs of the NHRQ.Clearance:
Candidates must have the ability to obtain and maintain a DOE security clearanceThe minimum requirement is DOE-L (Secret)Duties include:
o Prepare, review, and execute transactional workload associated with NR Acquisition Management in support of day-to-day operations using approved practices and procedures by assigned due date(s).o Review and processing budget estimates, cost and performance data, financial strategies, fiscal year programming, and planning budget decisions.o Document NR Acquisitions Management transactional and reporting processes in standard operating procedures and review/update existing procedures as necessary, by assigned due date(s).o Collect, review, and analyze acquisition and industrial base information in order to make recommendations to the Government.o Define the nature and extent of prime and subcontract challenges and opportunities given mission need and resource requirements.o In the course of preparing recommendations, understand the nature of the acquisitions requirement, the contract relationship between the Government and the Prime or the Prime and subcontractor, and the influence of contract terms and performance history on near funds expenditure and future budgeting requirements.o Collect, analyze, and prepare reports on contract performance, new scope contract actions, and change orders and make financial recommendations for the execution of contracts/modifications that support design, acquisition, maintenance, modernization, and repairs of nuclear vessels.o Communicate and develop strategies with program offices and other defense agencies for collection, analysis, and reporting of information in the areas of budgeting, estimating, and cost control.o Develop, write, and edit material for reports, manuals, briefs, instructions books, and related technical and administrative publications concerned with work methods and procedures.o Organize material and complete writing assignment according to set standard regarding order, clarity, conciseness, style, and terminologyOrganize material and complete writing assignments according to set standards regarding order, clarity, conciseness, style, and terminology.Required
Experience:
o Department of Defense Financial Management Regulationso Naval Sea Systems organizations and policieso Department of Defense Acquisition Planning and Contractingo Cost and pricing and economic analysiso Cost Estimating methodologies and best practiceso Microsoft Office Applicationso Data analysis software (preferred but not required)o Working knowledge of Department of Navy business systems (NAVY ERP) and Standard Procurement System) (preferred but not required)Compensation &
