PROGRAM MANAGER

DutiesYou will manage and direct the post-delivery efforts of all three acquisition programs which provide the Navy/USMC with craft and ships to transport vehicles, cargo and personnel from ship-to-shore and seabase-to-shore.You will maintain a comprehensive status of post-delivery testing and trials for each ship or craft, ensuring all cognizant personnel are aware of the results and that results are incorporated into the ship's post-shakedown availability (PSA).You will resolve problems received from all respective interfacing activities, involving detail design, procurement, specifications, production procedures, inspection and testing, as related to the PSA.You will assess the overall impact to the program and take appropriate corrective action. Resolution of such problems is usually on an urgent basis due to high cost and associated high schedule risks of allowing such problems to proceed unresolved.You will identify all incomplete work from new construction, trial deficiencies, back-fit Engineering Change Proposals (ECPs) and Fleet requirements, and use these to develop Post-Delivery Availability (PDA) and PSA work packages.You will apply a high degree of managerial and technical oversight knowledge as well as a thorough knowledge of functional activities and the defense acquisition process required for effective program management.You will provide guidance to the program manager/deputy program post-delivery activity.You will direct subordinates, supporting service and field organizations and government/contractor integrated project teams in the planning and execution of all post-delivery program elements.You will evaluate the effectiveness of utilization of financial resources and application of civilian manpower and apportions tasks to in-house and contractor resources.You will oversee post-delivery contract strategy and management techniques to maximize resource application.Requirements Conditions of EmploymentMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector evaluating needed resources (e.g., training systems, materials, manpower, or funding) to meet acquisition program goals or objectives.
